2.27.010 Establishment of bikeways committee.

There is created a committee consisting of five members to be known as the bikeways committee for the city.  The city provides recreational bikeways for the convenience to its residents of the San Mateo County mid-coastside.  The bikeways committee members shall be appointed by the city council.  (Ord. 11-98 (part), 1998).

2.27.020 Qualifications of members.

Members of the bikeways committee shall be residents of the city of Half Moon Bay.  All members shall have some familiarity with the public bikeways facilities at the time of their appointment to office.  One member shall be from the city’s planning commission; one member from the parks and recreation commission and three community members at large who represent the interests of cyclists and the diverse population that are served by the city’s bikeway system.  (Ord. 11-98 (part), 1998).

2.27.030 Terms of office of members.

The members of the bikeways committee shall serve for terms of four years.  Members shall serve without compensation.  Members of the first committee appointed shall determine their respective terms of office by lot so that two shall serve a term of one year, two shall serve a term of two years, and one shall serve for a term of four years.  Any appointed member may be removed by a majority vote of the city council.  (Ord. 11-98 (part), 1998).

2.27.040 Officers, bylaws and meetings.

A.    The bikeways committee shall annually elect a chairman and vice-chairman who shall serve at the pleasure of the committee.  The parks and recreation director, appointed by the city manager, shall be the secretary of the committee and be responsible for keening minutes and furnishing all necessary and reasonable assistance to the committee;

B.    The committee shall adopt special goals and objectives designed to develop a bikeways system which will complement current and planned circulation patterns and provide an alternative transportation link in the community;

C.    The committee shall establish rules of conduct and shall hold at least three regular meetings each year.  Special meetings of the committee may be called at any time by the chairman or by any three or more members of the committee upon seventy-two hours notice being given to all members of the committee and the general public; and

D.    A majority of the members shall constitute a quorum.  (Ord. 11-98 (part), 1998).

2.27.050 Absences from meetings.

If a member of the bikeways committee is absent from three meetings of the committee, without cause, in any twelve month period, the office of such member shall be deemed to be vacant and the term of such member ipso facto terminated, and the committee shall immediately inform the city council of such termination.  (Ord. 11-98 (part), 1998).

2.27.060 Absences for cause.

An absence due to illness or an unavoidable absence from the city, because of business or otherwise, and notice thereof to the parks and recreation department on or before the day of any regular meeting of the committee shall be deemed an absence for cause.  (Ord. 11-98 (part), 1998).

2.27.070 Records.

The bikeways committee shall keep a record of all business.  transactions, findings, determinations, correspondence and other matters coming before it, and shall render such reports to the city council as may be required.  (Ord. 11-98 (part), 1998).

2.27.080 Duties and responsibilities.

The bikeways committee shall have the following duties and responsibilities:

A.    To encourage the continued development of bikeways facilities, circulation plans and policies pertaining to bikeway use regulations, and maintenance;

B.    To interpret community bikeway needs and conduct public hearings in order to promote understanding and financial support from public and private sources;

C.    To make periodic inspections of city bikeways and related facilities;

D.    To assist the city council in acquisition and development of bikeway facilities;

E.    To recommend to the city council policies, rules and regulations, and a capital project priorities relating to city bikeways; and

F.    To perform such other duties as may be requested from time to time by the city council.  (Ord. 11-98 (part), 1998).
