2.16.010 Finance director.

The finance director position is hereby established. The finance director shall be appointed by and serve at the pleasure of the City Manager. (Ord. 959 § 2, 1999. Code 1964 § 2-86.)

2.16.020 Finance director – Powers and duties.

A.    Accounting Officer. The finance director is the accounting officer of the City and shall maintain records readily reflecting the financial condition of the City and perform the financial and accounting duties.

B.    City Treasurer. The finance director shall, without additional remuneration or benefits, also perform the City treasurer duties as required by Government Code Sections 40802 through 40805, including but not limited to:

1.    Receive and safely keep all money coming into the City treasury;

2.    Comply with all state and local laws governing the deposit and securing of public funds and handling of trust funds in his/her possession;

3.    Disburse funds only when approved by legally designated persons;

4.    Provide the City Council with a monthly investment report;

5.    Perform such duties relative to the collection of City taxes and license fees as are prescribed by ordinance;

6.    Appoint deputies for whose acts he/she is responsible and who shall serve at the pleasure of the City treasurer;

7.    Submit for annual review the City Council investment policy.

C.    Tax Collector. The finance director shall also perform the duties of the “collector” as described in Chapter 5.04 HMC. (Ord. 1112 § 3, 2012; Ord. 959 § 2, 1999. Code 1964 § 2-87.)
