2.32.010 Established.

There is created a police department for the city which shall consist of a chief of police and as many sworn officers and employees as the city council may designate from time to time. (Ord. 362 § 1, 1980).

2.32.020 Appointment and removal of the chief of police.

The chief of police shall be appointed by the city manager subject to the approval of the city council. (Ord. 391, 1986; Ord. 362 § 1, 1980).

2.32.040 Powers and duties of the chief of police.

In addition to those duties and powers granted the chief of police under the State Government Code Sections 41600 through 41611 and the Penal Code, the chief of police shall direct the administration and operations of the police department and, in addition, to policies transmitted to him by the city manager shall establish such other policies, objectives, rules and regulations for the administration and operations of the department as he sees fit. 2.32.050 Responsibilities of the chief of police.

In addition to the responsibilities ordained for the chief of police by the State of California Government Code Sections 41600 through 41611 and the Penal Code, the chief of police shall lead by personal, professional example and by participating as a member of the city management team. He shall organize the police department to accomplish its mission and shall coordinate and control the operations of divisions within the department, as well as the department’s relations with such other law enforcement agencies. Other responsibilities shall include such activities as:

A. Review and evaluation of department procedures and policy;

B. Conducting staff meetings and inspections to evaluate and improve departmental performance and efficiency;

C. Directions of the department toward meeting goals and objectives;

D. Planning and departmental needs and programs;

E. Providing advice and counsel to the mayor and the city council on matters pertaining to law enforcement; and

F. Providing information and maintaining external relations with the general public. (Ord. 362 § 1, 1980).

2.32.060 Police budget.

The chief of police shall formulate and present the departmental budget to the city council after review by the police commissioner in accordance with city budget policies on an annual basis. (Ord. 362 § 1, 1980).

2.32.070 Police personnel and salaries.

The chief of police will adhere to the city municipal code and the post manual in the establishment of any personnel policies within the department. The salaries of the chief of police, other sworn officers and employees of the police department shall be determined by the city council. (Ord. 362 § 1, 1980).

2.32.080 Police department manual.

A police department manual will be established and maintained, containing the general and operations orders of the department. This manual should be consistent with both the city municipal code and post directives and procedures. (Ord. 362 § 1, 1980).
