2.16.010 Created--Duties.

In accordance with the authority granted in the Government Code of the state of California, Sections 37209 and 40805.5, the office of finance director is created and established; and the officer shall perform the following duties and functions in accordance with the authority herein contained:

A. The finance director shall have charge of the administration of the financial affairs of the city under the direction of the city manager.  In this regard, the finance director shall collect all receipts for the city generally, and for the various departments of the city, and shall super vise and be responsible for the disbursement of all expenditures by the city generally and the various departments of the city.  The finance director shall keep accurate records and accounts of all such receipts and disbursements.

B. The finance director shall maintain and keep for the city generally and for the various departments of the city an accounting system.

C. The finance director shall assist the city manager in preparing the annual budget for the city.

D. The finance director shall prepare and submit to the city manager regular reports which accurately portray the financial condition of the city, and at the end of each fiscal year cause an audit of the financial affairs of the city for the year and of all records and accounts, and in regard thereto submit to the city manager a complete financial statement and report the year’s activities.  These reports shall be submitted to the city council after their review.

E. The finance director shall perform all the fiscal and accounting duties heretofore imposed upon the city clerk, and the city clerk is relieved of all such duties, including all such duties imposed upon the city clerk by Article 1 of Chapter 2, Part 3, Division 3, Title 4, and by Sections 40802 through 40805 inclusive, of the Government Code of the state of California.

F. The finance director shall perform such other duties and functions as the city manager may from time to time specify by appropriate action, it being contemplated by this chapter that the financial affairs of the city generally and of all departments of the city shall be handled by the officer and department established in this chapter.  (Ord. 87-08 §1(part), 1988:  Ord. 104 §1, 1959).

2.16.020 Concurrent holding of another office.

It shall be lawful for the same person to concurrently hold the offices of city clerk and finance director.  (Ord. 104 §5, 1959).
