PAVING OF ALLEYS*

12.24.010 Paving charge.
In order to encourage the participation of property owners in the city in the improvement of paved alleys and thereby reduce the maintenance costs thereof, the city shall charge affected property owners the sum of fifty cents per lineal foot for the asphalt paving of alleys by the city undertaken either by voluntary proceedings or by improvement district proceedings pursuant to the Streets and Highways Code; except that if the actual cost incurred by the city for paving shall be less than fifty cents per lineal foot, the actual cost shall be the charge made by the city to the property owner.
