17.04.010 Officers and public planning bodies.

The planning bodies and officers designated in this chapter shall be responsible for the administration and implementation of this title.  (Ord. 90-02 §2(part), 1990).

17.04.020 City council.

The city council is vested with the authority to adopt and amend the zoning ordinance and rules and procedures governing the operation of the planning commission and appointment of planning commissioners.  When decisions or interpretations of the planning commission are appealed, the city council is also the final decision-making body.  (Ord. 90-02 §2(part), 1990).

17.04.030 Planning commission.

The planning commission shall be the hearing body vested with the authority to approve, approve with conditions, or deny an application for a planning permit, including variance and conditional use permits, or a proposed revocation or modification of a variance or use permit.

The planning commission shall serve as an appellate body for all permit decisions made by the city planner and for all interpretations of this title made by the city planner.

The planning commission shall be the original hearing body to recommend approval or denial of the zoning ordinance amendments to the city council.  The planning commission shall also regularly review development agreements and report their findings and recommendations to the city council.  (Ord. 90-02 §2(part), 1990).

17.04.040 City planner.

The city planner shall be the administrative head of the planning department.  The city planner is vested with the authority to approve or deny temporary conditional use, home occupation and site plan review permits; interpret the zoning ordinance; enforce the provisions of this title and other codes and statutes regarding the use of land, buildings and structures; prepare the application forms for planning permits and carry out other duties as directed by this title.  (Ord. 90-02 §2(part), 1990).

17.04.050 Building official.

The building official shall be responsible for obtaining zoning clearance prior to the issuance of any building permit and for enforcement of this title.  The building official shall also carry out other duties directed by this title.  (Ord. 90-02 §2(part), 1990).

17.04.060 City engineer.

The city engineer shall review planning permits, including variances, conditional use permits and site plan review permits, to determine if the proposed project is properly designed and engineered, and consistent with the goals and policies of the city.  The city engineer shall also carry out other duties directed by this title.  (Ord. 90-02 §2(part), 1990).
