17.68.010 Purpose.

The purpose of this chapter is to promote housing opportunities for residents of the city of Kerman by establishing policies and development standards for mobile home parks.  The development standards for the mobile home parks will further encourage the creation of stable and attractive parks which will benefit the residents of the park and the community as a whole.  (Ord. 90-02 §2 (part), 1990).

17.68.020 General provisions and exceptions.

A. The provisions of this chapter shall be considered supplemental to applicable state regulations and to other pertinent city ordinances.

B. Mobile home parks may be constructed on any land planned and zoned for residential development.  (Ord. 90-02 §2(part), 1990).

17.68.030 Permitted uses.

Permitted uses are as follows:

A. Single-family mobile home;

B. Common recreational facilities and structures;

C. Administration offices for mobile home park use only;

D. Accessory uses normally incidental to mobile home parks.  (Ord. 90-02 §2(part), 1990).

17.68.040 Conditional uses.

All mobile home parks shall require a conditional use permit.  Applications for a conditional use permit shall be consistent with Chapter 17.12.  In addition, the following information shall be provided.

A. A complete storm drainage plan providing for the ultimate disposal of stormwater showing on-site facilities and off-site storm lines;

B. A wastewater plan which identifies the location and size of sewer lines within the mobile home park;

C. A complete water source and distribution plan for the entire mobile park.  (Ord. 90-02 §2(part), 1990).

17.68.050 Prohibited uses.

A. Travel trailers shall not be located or occupied in mobile home parks except as specified elsewhere in this chapter.

B. Commercial activities, except the sale of a mobile home by the owner or by a real estate company, shall not be permitted.

C. No more than one mobile home shall be allowed on each mobile home lot.  (Ord. 90-02 §2(part), 1990).

17.68.060 Development standards.

A. Minimum Size.  The minimum lot size for a mobile home park shall be two and one-half acres.  However, it shall not exceed twenty acres.

B. Density.  The density of the mobile home park shall not exceed the allowable density permitted by the land use element of the general plan.

C. Minimum Lot Size.

1. Single wide:  each lot planned for a single wide mobile home shall have a minimum lot size of two thousand eight hundred square feet.

2. Double wide:  each lot planned for a double wide mobile home shall have a minimum lot size of four thousand five hundred square feet.

D. Yards.

1. Mobile Home Park.

a. Front yard:  twenty feet.

b. Side yard:  none, except when the yard is adjacent to a street in which case the yard shall be ten feet.

c. Rear yard:  none, except when the yard is adjacent to a street in which case the yard shall be ten feet.

2. Individual Mobile Home Lot.

a. Front yard:  fifteen feet.

b. Side yard:  eight feet.

c. Rear yard:  ten feet.

3. Accessory Structures.  Accessory structures, such as patio covers, storage buildings, carports, and greenhouses, can be located within three feet of a side or rear property line.

E. Coverage.  No more than sixty percent of the mobile home lot area shall be covered with structures, including mobile home, carport, covered patio or storage buildings.  (Ord. 90-02 §2(part), 1990).

17.68.070 Signs.

Signs shall be consistent with the requirements of Chapter 17.76.  (Ord. 90-02 §2(part), 1990).

17.68.080 Fences, walls, and hedges.

A seven-foot masonry wall shall be constructed around the rear and side yards of the mobile home park.  The wall shall be consistent with the yard requirements of Section 17.68.060D1.  A landscaped fence six feet in height may be required when the mobile home park abuts a public right-of-way.  (Ord. 90-02 §2(part), 1990).

17.68.090 Parking.

Off-street parking and loading shall be consistent with the requirements of Chapter 17.74 and the following provisions:

A. Each mobile home site shall provide two off-street parking stalls.  One stall shall be covered.

B. Supplemental parking for boats, travel trailers and other vehicles shall be provided at a ratio of one space for each ten mobile home lots.

C. Guest parking shall be provided at a ratio of one space for every five mobile home sites.

D. Parking shall be permitted on only one side of interior streets.  (Ord. 90-02 §2(part), 1990).

17.68.100 Improvement standards.

A. Streets.  Street development associated with mobile home parks shall be consistent with improvement standards for the city and the following requirements:

1. Streets within the mobile home park that provide access to twenty mobile home sites or more shall not have a pavement width less than thirty-six feet.

2. Streets within the mobile home park that provide access to fewer than twenty mobile home sites shall not have a pavement width less than thirty feet.

3. The maximum length of a cul-de-sac shall be three hundred feet.  The turnaround shall not have a diameter of less than seventy feet.

4. Street name signs shall be provided and maintained at each street intersection and at each entrance to a public street.

B. Undergrounding.  All public utilities shall be in stalled underground, including electrical supply, telephone, and cable TV.

C. Skirting.  All mobile homes shall be fitted with skirting which extends from the floor level of the mobile home to the ground.

D. Landscaping.

1. All exterior yard areas shall be landscaped with turf and a combination of shrubs and trees.  At least one fifteen-gallon tree shall be planted for every thirty lineal feet that fronts onto a street.

2. All landscaped areas shall be provided with an irrigation system.  These areas shall be well maintained--free of weeds, litter, well irrigated, mowed and trimmed.  (Ord. 90-02 §2(part), 1990).
