2.46.010 Members.
The golf course greens committee shall consist of five members. Two members shall serve at-large and must be residents of the city of Livermore. Each of the three golf clubs – Las Positas Men’s Club, Las Positas Women’s Club, and Springtown Golf Club – shall submit the name of a member for consideration by the city council. 2.46.020 Duties and responsibilities.
The golf course greens committee shall have the following duties and responsibilities:
A. Serve in an advisory capacity to the city council and staff on matters involving the operation of the Las Positas and Springtown golf courses.
B. Review planting and maintenance plans and schedules of fairways, greens, and other landscaped or otherwise approved areas.
C. Consider operational rules and standards governing the conduct of golf play, including course regulations, days and hours of play, establishment of player classifications, and the rates to be assessed for each.
D. Conduct an annual review of existing greens fees, compare fees charged by other golf courses and recommend adjustments which are deemed appropriate.
E. Participate in the formulation of capital improvement projects involving major physical additions, deletions or modifications to the course or its facilities.
F. Review the maintenance and operation of the clubhouse, including the care and upkeep of the public areas.
G. Review the mode of conduct and rates of businesses and contractees utilizing the buildings on the golf course.
H. Provide frequent review of the golf course financial status regarding general operations and capital projects and participate in the formulation of an annual budget for capital purposes.
I. So as to further the efforts of the committee and to appraise the maintenance and general operations of the course, each member of the committee is entitled to one round of golf on each course for each month, without payment of fees, in order to inspect the courses.
An audit form shall be completed and turned in appropriately for each round of golf. It is recommended that each committee member conduct a minimum of five audits per year, auditing each facility at least one time per year, with additional audits throughout the playing season.
J. All proposals, requests, questions or verbal contact on all matters related to the work of the committee shall be directed by the committee or by its individual members to the committee’s staff liaison, to the city manager, or to the city council. At no time shall any written or verbal request of construction be given to any employee or contractee of the city except in the manner as specified herein. (Ord. 1786 § 2, 2006)
