10.50.010 Designation by resolution.

The council may by resolution designate on-street parking spaces and off-street parking spaces in parking lots owned and maintained by the city for the exclusive use of vehicles which display a distinguishing license plate or placard issued pursuant to Division 11, Chapter 9 of the California Vehicle Code. Any parking spaces so designated shall be restricted to vehicles displaying such license plates or placards on a twenty-four-hour-a-day basis each day during the year including Sundays and holidays. Any parking space so designated shall be subject to any temporary prohibitions which may be established by resolution of the council. (Ord. 1359 § 2 (part), 2013).

10.50.020 Notice of on-street restrictions.

If the council by resolution adopted pursuant to Section 10.50.010 designates any on-street parking spaces, the city engineer shall mark and/or sign such spaces in accordance with and pursuant to Division 11, Chapter 9, of the California Vehicle Code. (Ord. 1359 § 2 (part), 2013).

10.50.030 Notice of off-street restrictions.

If the council by resolution adopted pursuant to Section 10.50.010 designates any off-street parking spaces in parking lots owned and maintained by the city, the city engineer shall mark and/or sign such spaces in accordance and pursuant to Division 11, Chapter 9 of the California Vehicle Code. 10.50.050 Handicapped parking.

(a)    It is unlawful for any person to park or leave standing any vehicle in any on-street or off-street stall or space designated pursuant to this chapter unless the vehicle displays a distinguishing license plate or placard issued pursuant to Division 11, Chapter 9 of the California Vehicle Code.

(b)    It is unlawful for any person to obstruct, block, or otherwise bar access to those parking stalls or spaces.

(1)    No person shall leave standing or parked any vehicle in front of or upon that portion of a curb that has been cut down, lowered, or constructed to provide wheelchair accessibility to the sidewalk.

(c)    It is unlawful for any person to park or leave standing any vehicle, including a vehicle displaying a special identification license plate issued pursuant to Section 5007 of the California Vehicle Code or a distinguishing placard issued pursuant to Section 22511.55 or 22511.59 of the California Vehicle Code, in either of the following places:

(1)    On the lines marking the boundaries of a parking stall or space designated for disabled persons or disabled veterans.

(2)    In any area of the pavement adjacent to a parking stall or space designated for disabled persons or disabled veterans that is marked by crosshatched lines and is thereby designated, pursuant to any local ordinance, for the loading and unloading of vehicles parked in the stall or space.

(d)    Subsections (a), (b), and (c) of this section apply to all off-street parking facilities owned or operated by the state, and to all off-street parking facilities owned or operated by a local authority. Subsections (a), (b), and (c) of this section also apply to any privately owned and maintained off-street parking facility. (Ord. 1359 § 2 (part), 2013).

10.50.055 Loading zones for disabled parking.

Any area of pavement adjacent to a parking stall or space designated for disabled persons or disabled veterans that is marked by crosshatched lines is designated for the loading and unloading of vehicles parking in such stall or space. (Ord. 1359 § 2 (part), 2013).
