14.08.010 Office created—Designated.

There is hereby created the office of chief electrical inspector.

The building official of the city is hereby designated to be the chief electrical inspector. Whenever the term "administrative authority" is used in this title it means the building official or his authorized representative. (Ord. 1282 § 2 (part), 2003: Ord. 765 § 2 (A, B), 1969).

14.08.020 Duties.

It shall be the duty of the chief electrical inspector to enforce the provisions of this title. He shall upon application grant permits for the installation or alteration of electrical wiring, devices, appliances, apparatus and equipment, and shall make inspections of all new electrical installations and reinspection of all electrical installations, all as provided in this title. He shall keep complete records of all permits issued, inspections and reinspections made and other official work performed in accordance with the provisions of this title. He shall also keep a file of listed electrical wiring, devices, appliances, apparatus and equipment issued by or for Underwriters’ Laboratories, Inc., which file shall be available for public information during office hours. 14.08.030 Right of entry.

The chief electrical inspector shall have a right during reasonable hours to enter any building in the discharge of his official duties, or for the purpose of making any inspection, reinspection or test of the installation of electrical wiring, devices, appliances, apparatus and equipment contained therein, except that the inspector is not empowered to enter any dwelling while the same is occupied as a dwelling, without the consent of the occupant thereof. The chief electrical inspector shall have the authority to cut or disconnect any wire in case of emergency where necessary for safety to life or property, or where the wire may interfere with the work of the fire department. The chief electrical inspector is hereby authorized to disconnect or order discontinuance of electrical service to any electrical wiring, devices, appliances, apparatus or equipment found to be dangerous to life or property because they are defective or defectively installed until the electrical wiring, devices, appliances, apparatus and equipment and their installation have been made safe and approved by the chief electrical inspector. 14.08.040 Delegation of powers and duties.

The chief electrical inspector may delegate any of his powers or duties to any of his assistants. (Ord. 1282 § 2 (part), 2003: Ord. 765 § 2 (E), 1969).

14.08.050 Conflict of interest.

It is unlawful for the chief electrical inspector or any of his assistants to engage in business, within the area under his jurisdiction, of the sale, installation or maintenance of electrical wiring, devices, appliances, apparatus or equipment, either directly or indirectly, and they shall have no financial interest in any concern engaged in such business while holding such office as herein provided for. 14.08.060 Board of examiners and appeals.

In order to provide for reasonable interpretations of the provisions of this title there is hereby created an electrical board of appeals consisting of five members who are qualified by experience and training to pass upon matters pertaining to electrical wiring and equipment. Members of the board shall be appointed by the city council and shall hold office at the pleasure of the council. The chief electrical inspector shall be an ex officio member and shall act as secretary of the board. The board may recommend to the city council such new legislations as is consistent therewith. 14.08.070 Interpretation.

The language used in this title and in the California Electrical Code, which is made a part of this title by reference, is intended to convey the common and accepted meaning familiar to the electrical industry.

The chief electrical inspector is hereby authorized to determine the intent and meaning of any provision of this title. The determination shall be made in writing and a record kept, which shall be open to the public. (Ord. 1282 § 2 (part), 2003: Ord. 765 § 11, 1969).

14.08.080 Prohibitions.

It is unlawful for any person, firm or corporation, either as owner, architect, contractor, artisan or otherwise, to do or knowingly to cause or permit to be done any electrical wiring as defined in this title in such manner that the same does not conform to all of the provisions of this title.
