16.04.010 Definitions – Generally.

The following words and phrases when used in this title shall, for the purpose of this title, have the meanings respectively ascribed to them in this chapter. [Ord. 210 N.S. § 8-101(a), 1952].

16.04.020 Holidays.

“Holidays,” within the meaning of this section, are January 1st, Martin Luther King, Jr. Day, Presidents’ Day, Memorial Day, July 4th, Labor Day, California Admissions Day, Columbus Day, November 11th, Thanksgiving Day, Christmas Day, and every day appointed by the President of the United States or by the Governor of this state for a public fast, thanksgiving or holiday. Whenever a holiday falls on a Sunday, the following Monday is a legal holiday. [Ord. 210 N.S. § 8-102, 1952].

16.04.030 Loading zone.

“Loading zone” shall mean the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. [Ord. 210 N.S. § 8-103, 1952].

16.04.040 Official time standard.

Whenever certain hours are named herein, they shall mean standard time or daylight saving time, whichever is in current use in this city. [Ord. 210 N.S. § 8-104, 1952].

16.04.050 Traffic control devices.

“Official traffic-control devices” shall mean all signs, signals, markings and devices not inconsistent with this title, placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic. [Ord. 210 N.S. § 8-105, 1952].

16.04.060 Traffic signals.

“Official traffic signals” shall mean any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed and which is erected by authority of a public body or official having jurisdiction. [Ord. 210 N.S. § 8-106, 1952].

16.04.070 Park.

“Park” shall mean to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials. [Ord. 210 N.S. § 8-107, 1952].

16.04.080 Parkway.

“Parkway” shall mean that portion of a street other than a roadway or a sidewalk. [Ord. 210 N.S. § 8-108, 1952].

16.04.090 Passenger loading zone.

“Passenger loading zone” shall mean the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers. [Ord. 210 N.S. § 8-109, 1952].

16.04.100 Pedestrian.

“Pedestrian” shall mean any person afoot. [Ord. 210 N.S. § 8-110, 1952].

16.04.110 Person.

“Person” shall mean every natural person, firm, co-partnership, association or corporation. [Ord. 210 N.S. § 8-111, 1952].

16.04.120 Police officer.

“Police officer” shall mean every officer of the police department of this city. [Ord. 210 N.S. § 8-112, 1952].

16.04.130 Stop.

“Stop,” when required, means complete cessation of movement. [Ord. 210 N.S. § 8-113(a), 1952].

16.04.140 Stop or stand.

“Stop” or “stand” when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device. [Ord. 210 N.S. § 8-113(b), 1952].

16.04.150 Traffic.

“Traffic” includes pedestrians, ridden or herded animals, vehicles, street cars and other conveyances either singly or together while using any street for purposes of travel. [Ord. 210 N.S. § 8-114, 1952].

16.04.160 Business district.

“Business district” shall mean those areas of town designated C-1, C-D, C-FH, and C-2 districts under the applicable zoning regulations, PGMC 23.12.020. [Ord. 13-003 § 10, 2013; Ord. 519 N.S., 1975; Ord. 325 N.S., 1959; Ord. 210 N.S. § 8-115, 1952].

16.04.170 State Vehicle Code definitions adopted.

Whenever any words or phrases used in this title are not defined herein, but are now defined in the Vehicle Code of this state, such definitions are incorporated in this title and shall be deemed to apply to such words and phrases used herein as though set forth herein in full.
