16.56.010 One-way streets.

In accordance with PGMC 16.24.010 and when properly signposted, traffic shall move only in the direction indicated upon the following streets:

(a) East only on Upper Lighthouse Avenue between Thirteenth Street and Eardley Avenue.

(b) West only on Lower Lighthouse Avenue between Eardley Avenue and Thirteenth Street.

(c) North only on Sixteenth Street between Pine Avenue and Ocean View Boulevard.

(d) South only on Eighteenth Street between Jewell Avenue and Pine Avenue.

(e) North only on Fifteenth Street between Pine Avenue and Central Avenue.

(f) South only on Eighth Street between Central Avenue and Lower Lighthouse Avenue.

(g) West only on Grand Avenue for its entire length.

(h) South only on Grand Avenue between Park Place and Lighthouse Avenue. Parking shall be allowed on both sides of the street in this area.

(i) North only on Thirteenth Street between Central Avenue and Lighthouse Avenue.

(j) South only on First Street between Central Avenue and Lighthouse Avenue.

(k) North only on Dewey Avenue between Central Avenue and Sloat Avenue.

(l) North only on Thirteenth Street between Laurel Avenue and Lighthouse Avenue.

16.56.020 Through streets.

In accordance with the provisions of PGMC 16.28.020 and when signs are erected giving notice thereof, drivers of vehicles shall stop at the entrance or entrances to those intersections described as follows:

(a) Ocean View Boulevard – the entire length except at First Street.

(b) Central Avenue from the Monterey city limits to Lighthouse Avenue.

(c) Lighthouse Avenue from the Monterey city limits to Asilomar Avenue.

(d) Pine Avenue from Eardley Avenue to Seventeen Mile Drive.

(e) Sinex Avenue from Eardley Avenue to Asilomar Avenue.

(f) Eardley Avenue from Lighthouse Avenue to Sinex Avenue.

(g) Hillcrest Avenue from Sinex to Forest Avenue.

(h) Fountain Avenue from Central Avenue to Hillcrest Avenue.

(i) Forest Avenue from Ocean View Boulevard to the city limits.

(j) Del Monte Boulevard from Lighthouse Avenue to Asilomar Avenue.

(k) Alder Street from Sinex Avenue to Lighthouse Avenue.

(l) Seventeen Mile Drive from Sunset Drive to Del Monte Boulevard.

(m) Seventeenth Street from Pine Avenue to Jewell Avenue.

16.56.030 Stop intersections.

In accordance with the provisions of PGMC 16.28.010 and when signs are erected giving notice thereof, drivers of vehicles shall stop at the entrance or entrances to those intersections so designated on the city’s “Official Map of Traffic Control Devices,” as adopted and amended by resolution from time to time by the council, said map maintained by and on file in the office of the city engineer. 16.56.050 Angle parking.

In accordance with PGMC 16.40.100 through 16.40.130 and when signs or markings are in place giving notice thereof, drivers of vehicles may stand or park a vehicle only as indicated by such marks or signs on the following streets or portions thereof:

(a) On Lighthouse Avenue from Lobos Avenue to Thirteenth Street.

(b) The north side of Briggs Street north of Jewell Avenue.

(c) Ocean View Boulevard from Forest Avenue to Fountain Avenue. [Ord. 03-05 § 1, 2003; Ord. 210 N.S. § 8-1605, 1952].

16.56.060 One-hour parking.

In accordance with PGMC 16.40.510, parking is limited to one hour between the hours of 9:00 a.m. and 6:00 p.m. of any day except Sundays and holidays upon any of the following enumerated streets and municipal parking lots:

(a) Sunset Drive, north side, beginning at a point on said north side 160 feet easterly of the point where the railroad right-of-way adjacent to Crocker Avenue intersects said north side, thence easterly for a distance of 80 feet.

(b) Sunset Drive, south side, beginning at a point on said south side 165 feet easterly of the point where the center of the railroad right-of-way adjacent to Crocker Avenue intersects said south side, thence easterly for a distance of 200 feet.

(c) The east side of Forest Avenue from a point 84 feet south of the southeast corner of Forest Avenue and Prescott Lane, running south for a distance of 256 feet.

(d) Gibson Avenue, beginning at a point on the north curb line of Gibson Avenue, 164 feet west of the centerline of Fountain Avenue and thence running westerly for a distance of approximately 96 feet. 16.56.065 Ninety-minute parking except Sundays and holidays.

(a) In accordance with PGMC 16.40.515, parking is limited to 90 minutes between the hours of 9:00 a.m. and 6:00 p.m. of any day except Sundays and holidays upon any of the following enumerated streets and municipal parking lots:

(1) Municipal Parking Lot No. 3 (between Forest Avenue and Sixteenth Street, in a block bounded by Lighthouse Avenue and Laurel Avenue).

(2) Municipal Parking Lot No. 2 (between 16th and Seventeenth Streets, in a block bounded by Laurel Avenue and Lighthouse Avenue).

(b) In accordance with PGMC 16.40.515, parking is limited to 90 minutes between the hours of 9:00 a.m. to 3:00 p.m. any day except Sundays and holidays upon any of the following enumerated streets:

(1) Pine Avenue beginning at a point on the south curb line of Pine Avenue which is 95 feet from the centerline of Fountain Avenue and thence running easterly for a distance of 360 feet more or less to the beginning of the red curb in advance of the crosswalk across Pine Street at Thirteenth Street. 16.56.070 Two-hour parking except Sundays and holidays.

In accordance with PGMC 16.40.520, parking is limited to two hours between the hours of 9:00 a.m. and 6:00 p.m. of any day except Sundays and holidays upon any of the following enumerated streets and municipal parking lots:

(a) Lighthouse Avenue, from Twelfth Street to Lobos Avenue (north side and center).

(b) Lighthouse Avenue, from Thirteenth Street to Cypress Avenue (south side).

(c) Laurel Avenue, from Sixteenth Street to Fountain Avenue.

(d) Central Avenue, Grove Street to Lighthouse (east side and west side).

(e) Cypress Avenue, from Lighthouse to 211 Cypress (east side only).

(f) Congress Avenue, from Lighthouse southward for 180 feet on the east side and for 55 feet on the west side.

(g) Seventeenth Street, Lighthouse to Laurel (west side only).

(h) Seventeenth Street, Central to Lighthouse (east side only).

(i) Forest Avenue, from Central Avenue to Pine Avenue.

(j) Grand Avenue, from Park Place to Pine Avenue.

(k) Fountain Avenue, Park Place to Central (west side only).

(v) Park Street, from Lighthouse Avenue southward for 82 feet on the east side and for 122 feet on the west side.

(w) The municipal parking lot, consisting of 14 striped spaces, immediately west of Fourteenth Street approximately 50 feet north of Central Avenue.

(x) Ocean View Boulevard, landward side, from Mermaid to Lorelei.

(y) Ocean View Boulevard between Fountain Avenue and the entrance to Lovers Point at Forest Avenue (ocean side of street only).

(z) Ocean View Boulevard between Lovers Point Park and Naiad Street (ocean side of street only).

(aa) Parking in center of roadway on Ocean View Boulevard at Lovers Point where Ocean View turns from north to west.

(bb) South side of Central Avenue between Fountain Avenue and Fifteenth Street; first in two spaces easterly of Fifteenth Street on south side of Central Avenue between Fifteenth Street and Fourteenth Street.

(cc) Lighthouse Avenue between Twelfth and Thirteenth Streets, the two spaces easterly of the existing 20-minute space on the south side of Lighthouse Avenue.

(dd) Forest Avenue (west side only) between David Avenue and the south side of the extension of Prescott where it crosses Forest Avenue and intersects with the west side of Forest Avenue.

(ee) Lighthouse Avenue, from Cypress Avenue to Lobos Avenue eight spaces – center parking area.

(ff) Laurel Avenue (both sides) between Grand Avenue and Fountain Avenue. 16.56.071 Two-hour parking any day.

In accordance with PGMC 16.40.520, parking is limited to two hours between the hours of 9:00 a.m. and 6:00 p.m. of any day upon any of the following enumerated streets and municipal parking lots:

(a) Central Avenue from easterly city limits to Dewey Avenue.

(b) Dewey Avenue from Central to Evans.

(c) Dewey Avenue from Ocean View Boulevard to Sloat.

(d) Eardley Avenue from Central to Ocean View.

(e) Eardley Avenue from Central to Evans.

(f) Ocean View Boulevard from Eardley to Dewey Avenue.

16.56.072 Two-hour parking – 9:00 a.m. to 6:00 p.m., any day.

In accordance with PGMC 16.40.521, parking is limited to two hours, from 9:00 a.m. to 6:00 p.m. on any day, upon the following enumerated streets, except that vehicles with permit stickers issued pursuant to the residential parking permit program will be allowed to park all day:

(a) Sloat Avenue (both sides) from 1st Street to Dewey Avenue.

(b) Ocean View Boulevard, south side, from 1st Street to Dewey Avenue.

(c) Evans Avenue (both sides) from 1st Street to Eardley Avenue.

(d) Central Avenue, south side, from 1st Street to Dewey Avenue.

16.56.090 Parking prohibited at all times.

In accordance with PGMC 16.40.550, and when signs are erected giving notice thereof, no person shall at any time park a vehicle upon any of the following described streets or parts of streets:

(a) Parking is prohibited on the west side of the following streets on which curb and gutter has been installed and on which the distance from curb face to curb face is 20 feet or less:

(1) Second Street.

(2) Fourth Street.

(3) Sixth Street.

(4) Eighth Street.

(5) Tenth Street.

(6) Eleventh Street.

(7) Twelfth Street.

(8) Thirteenth Street between Pine Avenue and Lighthouse Avenue.

(9) Fifteenth Street.

(10) Sixteenth Street.

(11) Eighteenth Street.

(b) Parking is prohibited on:

(1) Both sides of Seventh Street between Central Avenue and Ocean View Boulevard.

(2) North side of Upper Lighthouse Avenue between Thirteenth Street and Eardley Avenue.

(3) South side of Lower Lighthouse Avenue between Thirteenth Street and Eardley Avenue.

(4) That portion of Mermaid Avenue from Seventeenth Street to Sea Palm Avenue which lies in the travel lane, approximately 12 feet in width and between two painted yellow strips.

(5) North side of High Street between Fountain Avenue and Tenth Street.

(6) East side of Thirteenth Street between Lighthouse Avenue and High Street.

(7) West side of Eighth Street between Central Avenue and Lower Lighthouse Avenue.

(8) East side of Presidio Boulevard between Miles Avenue and Funston Avenue.

(9) East side of Sunset Drive beginning at a point three-tenths of a mile oceanward of Asilomar Avenue and continuing northerly for a distance of 2,100 lineal feet.

(10) Both sides of Union Street between Forest Avenue and Twentieth Street.

(11) Both sides of Railroad Way, from Jewell Avenue to Pico Avenue.

(12) East side of Grove Acre Avenue beginning at the south right-of-way line of Lighthouse Avenue and proceeding south for a distance of 994 feet to the south property line of the Monarch Butterfly Sanctuary.

(13) On Forest Avenue immediately in front of 949 Forest Avenue.

(14) East side of Forest Avenue from Sinex Avenue to Hillcrest Avenue.

(15) East side of Cedar Street from Sunset Drive to Marino Pines Road.

(16) West side of Cedar Street from Maple Street to Marino Pines Road.

(17) North side of Ocean View Boulevard from Carmel Avenue to Thirteenth Street.

(18) East side of Walnut Street from its intersection with Sunset Drive, northerly 40 feet.

(19) East side of Caledonia Street between a point 215 feet northerly of Congress Avenue and a point 265 feet northerly of Congress Avenue.

(20) North side of Miles Avenue from the easterly property line of a parcel commonly known as 1226 Miles Avenue, westerly 75 feet.

(21) East side of Crocker Avenue between Sunset Avenue and Sinex.

(22) North side of Sunset Drive between Crocker Avenue and Asilomar Avenue. 16.56.091 Parking permitted on left side of one-way streets.

Parking is permitted on the left side of the following streets:

(a) Eighth Street (a one-way street with the south-bound traffic only permitted) between Central Avenue and Lower Lighthouse Avenue; provided, that every vehicle stopped or parked upon this street in one-way traffic area shall be stopped or parked with the left-hand wheels of such vehicles parallel with and within 18 inches of the left-hand curb. 16.56.092 Restricted parking hours on certain streets.

In accordance with PGMC 16.40.555 and when signs are erected giving notice thereof, parking is prohibited during the following indicated hours on the following streets or sections of streets or parking areas:

(a) The west side of Dewey Avenue between Ocean View Boulevard and Sloat Avenue, from 9:00 a.m. to 6:00 p.m.

(b) The seaward side of Ocean View Boulevard and all areas seaward thereof between Sea Palm and Lighthouse Avenue, between the hours of 12:00 midnight and 5:00 a.m. of any day.

(c) The seaward side of Sunset Drive and all areas seaward thereof from Lighthouse Avenue to 100 feet west of the westerly property line of 1996 Sunset Drive, between the hours of 12:00 midnight and 5:00 a.m. of any day. 16.56.095 Tow-away zones.

Whenever signs are erected indicating that vehicles which are unlawfully parked shall be removed, by such legends as “Tow-Away Zone, No Parking at Any Time,” any police officer shall be authorized to cause the removal of a vehicle which is parked unlawfully on the following public streets or portions thereof:

(a) Mermaid Avenue, on the traffic lane between the painted stripes from Sea Palm Avenue to Ocean View Boulevard.

The chief of police is authorized to engage licensed towing services to remove and store such vehicles pursuant to Vehicle Code Section 22850 and following. The police officer who causes the removal of a vehicle shall send the appropriate notices under Sections 22852 through 22854 of the Vehicle Code. Said notices shall indicate the mileage of the vehicle at the time of storage. [Ord. 928 N.S. § 1, 1977].

16.56.100 Truck routes.

In accordance with PGMC 16.44.010 through 16.44.030 and when signs are erected giving notice thereof, the following streets or portions of streets are hereby declared to be truck traffic routes for the movement of vehicles exceeding a maximum gross weight of three tons:

(a) Central Avenue in its full length;

(b) Congress Avenue from Lighthouse Avenue to Sinex Avenue;

(c) Sinex Avenue from Congress Avenue to Seventeen Mile Drive.

(d) Seventeen Mile Drive from Sinex Avenue to State Highway 68 (Sunset Drive); and

16.56.130 Regulation of speed by traffic signals.
