2.08.010 Elected Mayor.
The office of the Mayor of the City shall be an elective office and the term of office of the Mayor shall be two years. (Ballot meas. 4, 1986) (Ord. 1357 § 1, 2008)
2.08.020 Citywide election.
The electors shall elect a Mayor and four City Council members on a citywide basis by the voters of the entire city. (Ballot meas. 4, 1986) (Ord. 1357 § 1, 2008)
2.08.030 Mayor to make appointments.
The Mayor, with the approval of the City Council, shall make all appointments to boards, commissions and committees of the City as follows:
(A) All board and commission vacancies shall be advertised, seeking volunteers willing and desiring to be appointed to fill such vacancies. Any person seeking to be so appointed must complete and submit the city volunteer application, together with any other information requested by the Mayor as appropriate for a specific board or commission.
(B) All such applications shall be provided to the Mayor for review, who shall, at a regularly scheduled City Council meeting, nominate, from among such applicants, the persons whom the Mayor desires to appoint by making a motion, which need not be seconded, for each such appointment.
(C) If the nomination by the Mayor is approved by a majority vote of the City Council, the Mayor may then proceed to appoint the person to the board or commission under consideration.
(D) If the nomination by the Mayor is not approved by a majority vote of the City Council, the Mayor will nominate, by motion, a different candidate until someone is approved by majority vote of the City Council for the position under consideration.
(E) Persons so appointed shall serve the term of office set by ordinance for such board or commission and may only be removed by a majority vote of the City Council; provided, however, for those boards or commissions for which residency in the City of Palmdale is a requirement, the appointment will automatically terminate if the person ceases to be a resident of the City.
(F) This section is not applicable to the Neighborhood Commission appointed by the City Manager as a part of the Partners for a Better Palmdale Program pursuant to PMC 2.48.020. (Ord. 1357 § 1, 2008)
2.08.040 Regular meeting day, time and place.
Regular meetings of the City Council will be held on the first Wednesday of each month. Meetings of the City Council shall be held at 38300 Sierra Highway, Suite B, Palmdale, California, at 7:00 p.m. If all matters on the agenda for any regular meeting have not been considered by the City Council by the hour of 11:30 p.m., or such earlier or later time as may be fixed by a majority vote of the City Council, then the regular meeting may be adjourned to the next succeeding Thursday, at the same time and at the same location, unless a different day, time or location is specified in the order of adjournment. When so adjourned, each adjourned meeting shall be a regular meeting for all purposes. Notice of all meetings of the City Council, whether regular, adjourned, special or emergency, will be given in the manner required by statute. When a regular Wednesday meeting of the City Council falls on a national or state holiday and City offices are scheduled to be closed, then such meeting shall not be held and will be deemed adjourned for all purposes with no further action required by the City Council or the City Clerk except such written notices of adjournment as may be required by law. The ordinance codified in this section shall take effect in July 2009. The scheduled meeting of July 15, 2009, is hereby cancelled and will not be held. There is no further action required by the City Council or City Clerk to effectuate this cancellation other than a written notice referencing the ordinance codified in this section. 2.08.050 Compensation.
Pursuant to Government Code Section 36516, each member of the City Council shall receive, as compensation for services, a salary in the amount of $759.00 per month. (Ord. 1357 § 1, 2008; Ord. 1300 § 2, 2007; Ord. 1194 § 2, 2002; Ord. 936 § 1, 1991; Ord. 794 § 1, 1989. Formerly 2.08.020.)
2.08.060 Additional compensation for elected Mayor.
During such period of time as the office of Mayor is an elective office, the Mayor shall receive, in addition to the compensation set forth in PMC 2.08.020, such further amount as shall cause the total compensation for services to equal $1,265 per month. 2.08.070 Vehicle expenses.
The City Council having found and determined that the minimum expenses for the use of a personal vehicle actually and necessarily incurred by each City Councilmember in performance of official duty at least equal the sum of $100.00 per month, reimbursement therefor shall be made by the City at the end of each calendar month without the necessity of presentation of an itemized accounting, receipts, vouchers or other documentation. 2.08.080 Use of City seal and other City marks by City Councilmembers.
(A) The City seal and any emblem, symbol, slogan, logotype, or other distinctive mark of the City shall be used solely for City purposes, unless otherwise authorized by the City Council. Private, commercial, noncommercial, or political use of the official seal or any emblem, symbol, slogan, logotype or other distinctive mark of the City, in whole or in part, by a City Councilmember is prohibited.
(B) City letterhead that includes the City seal or any emblem, symbol, slogan, logotype, or other distinctive mark of the City, in whole or in part, shall be used solely for official City purposes. Use of City letterhead that includes the official seal or any emblem, symbol, slogan, logotype or other distinctive mark of the City, in whole or in part, by a City Councilmember for any private, commercial, noncommercial, or political purpose, without the prior authorization of the City Council, is prohibited.
