2.46.010 Commission established.
The Planning Commission of the City of Palmdale is established pursuant to Government Code Section 65100 et seq. (Ord. 1236 § 2, 2004)
2.46.020 Creation of Planning Commission districts.
The City Council shall, by resolution, create four Planning Commission districts which together encompass the entire jurisdictional area of the City. The district boundaries shall follow easily identifiable boundaries including, for example, but not limited to, arterial streets, railroads, the California aqueduct or natural topographic features. The geographical area of each district may vary; however, each district shall contain no less than 20 percent and no more than 30 percent of the population of the City as established by the most recent federal census or as estimated by the City based on numbers of dwelling units and the average number of persons per household established by the State Department of Finance. The district boundaries may be adjusted from time to time by the City Council but shall be ratified at least every three years. (Ord. 1236 § 2, 2004)
2.46.030 Composition and appointment of Commissioners.
The Planning Commission shall consist of five Commissioners, four of whom shall be appointed from Planning Commission districts and one who shall be appointed at large. All Commissioners shall be voting members of the Commission. The Commissioners shall be appointed by the Mayor with the approval of the City Council in accordance with PMC 2.08.030. No Commissioner shall be a member of the City Council. The four district Commissioners must be residents of the districts from which they are appointed. If a district Commissioner ceases to be a resident of the district from which he or she is appointed, that Commissioner’s appointment will automatically terminate. The at-large Commissioner must be a resident of the City. If the at-large Commissioner ceases to be a resident of the City, that Commissioner’s appointment will automatically terminate. Commissioners serve at the pleasure of the City Council and may be removed prior to the expiration of their term by a vote of a majority of the members of the City Council. 2.46.040 Terms of office – Vacancies.
The Commissioners shall hold office for terms of two years. All Commissioners will hold office until their successors are qualified and take office. All vacancies will be filled by appointment by the Mayor with the approval of the City Council in accordance with PMC 2.08.030 to fill the unexpired term of the vacated seat. 2.46.050 Compensation of members.
Planning Commissioners shall be compensated at a rate set by resolution of the City Council. (Ord. 1236 § 2, 2004)
2.46.060 Organization.
The members of the Planning Commission will select a chairperson and vice chairperson each of whom will serve for a term of one year. (Ord. 1236 § 2, 2004)
2.46.070 Meetings – Time and place.
Meetings of the Planning Commission shall be held on such days and at such time and location as may be established by the Commission for conduct of its business and ratified by the City Council. Notice of the meetings must be given as required by law and the Ralph M. Brown Act is applicable
to all meetings of the Commission. (Ord. 1236 § 2, 2004)
2.46.080 Notification of unexcused absences.
If any Commissioner has three consecutive unexcused absences from regular meetings of the Commission, the chairperson must give written notice of those absences to the City Council. (Ord. 1236 § 2, 2004)
2.46.090 Duties of the Commission.
The Commission will discharge the duties and responsibilities set forth in zoning ordinance Section 12.01 and in Government Code Section 65100 et seq. (Ord. 1236 § 2, 2004)
