13.04.010 Connection permit – Required.

It is unlawful for any person, other than persons specifically permitted by this chapter, to cause or permit the connection of private sewer facilities to a public sewer or other similar appurtenance without first obtaining from the city engineer a written permit to construct or use such facilities, paying the required fees for issuing the permit and to cover costs for inspection and incidental expenses in connection therewith. 13.04.020 Connection permit – Application.

The city engineer, before issuing such permits as are required by Section 13.04.010, shall require a written application to be made and filed. In such application shall be set forth the name and residence or business address of the person making such application and, in detail, the location, description, work to be done or facilities to be used, the legal owner of the property to be served and any other information deemed necessary by the city engineer to determine that the proposed work or use complies with the provisions of the applicable city ordinances. 13.04.030 Connection permit – Fee.

The application shall be accompanied by an application fee in the sum of fifteen dollars. (Ord. 341 § 1, 1978: Ord. 218 § 3, 1964)

13.04.040 Connection permit – Fee in lieu of assessment.

Before issuing any permit to connect private sewer facilities to a public sewer from a property benefitted by such sewer which property has not fully participated in paying its proportionate share of cost of constructing such public sewer, based upon benefit, the city engineer shall collect a charge equal to the cost to a similar individual property where the relative sewer was constructed under the so-called 1911 Assessment Act proceedings. The provisions of this section shall expressly also apply in the instances of lot splits and subdivisions not the subject of separate assessment districts. (Ord. 244 § 1, 1967: Ord. 218 § 4, 1964)

13.04.050 Violation – Penalty.

Any person violating any of the provisions of this chapter shall be deemed guilty of an infraction and, upon conviction thereof, shall be punishable as described in Section 1.16.010(C). (Ord. 495 § 13, 1989: Ord. 218 § 5, 1964)
