The city council may, from time to time, amend, supplement or change this title and Title 18 and the regulations and zoning map by proceedings in accordance with the California Planning and Land Use Law. An amendment, supplement or change may be initiated by the city council or planning commission. (Ord. 598 § 8, 1996: Ord. 84 § 9.1, 1948)
17.28.020 Initiation by property owner.
A. Whenever the owner of any land or building desires a reclassification of the owner’s property or a change in the regulations applicable thereto, the owner may file with the city clerk a petition duly signed and verified by the owner, requesting such amendment, supplement or change of regulations prescribed for such property.
B. A fee shall be paid to the city clerk upon the filing of each such petition, to cover the cost of making maps, sending out notices, and other expenses involved. The fee shall be set by the city council by resolution.
C. The planning commission shall hold such public hearing upon the matters referred to in such petition as required by the state of California Planning and Land Use Law, and thereupon make reports and recommendations to the city council as therein provided.
D. The city council, after receipt of the report and recommendations of the planning commission, shall hold a final hearing upon the matters in accordance with the state of California Planning and Land Use Law, and thereupon take such appropriate action as it deems appropriate.
