3.32.010 Findings and purpose.

A. The city owns and operates the Delta View golf course (the “golf course”). The city has invested municipal resources in order to improve the golf course and ensure that it meets high standards and serves the community. The golf course is an asset for the citizens of Pittsburg. Continued investment is necessary in order to properly maintain the golf course. Proper maintenance of the golf course is in the public interest and advances the public health, safety and general welfare.

B. Fees are charged at the golf course for various activities and services. Those fees have been charged under the city’s proprietary authority as a municipal corporation, and are hereby ratified. Fees vary between residents and nonresidents, which recognizes the golf course’s principal role in serving residents of Pittsburg, but also its role in providing competitively priced facilities for nonresidents. Fees also vary for members of the Pittsburg golf and country club, as provided by contract with the city and as established upon the city’s acquisition of the club’s prior leasehold interest in the golf course. 3.32.020 Establishment of fee.

User of the golf course shall pay a fee for use of the golf course and its various facilities and services, as set by resolution and adjusted as provided in this chapter. [Ord. 1078 § 1, 1994.]

3.32.030 Annual review by city manager.

The city manager may review the golf course fees annually and recommend adjustments as provided in this section, and in accordance with such standards as the council may prescribe by resolution. For example, but not by way of limitation, the council may authorize the city manager to review golf course fees in order to achieve consistency with fees charged by competing golf courses. An increase in fees shall require council approval. [Ord. 1078 § 1, 1994.]
