18.16.010 Application.

The regulations set forth in this chapter apply in all R3-18D zoning districts. (Zoning Ord. § 8-1).

18.16.020 Intent.

This zone is designed to encourage lot assembly to provide quality multi-unit housing at a low to moderate density. The 18D denotes maximum density of eighteen (18) dwelling units on a one-acre lot with established percentages of open space required. It is not intended that lots less than twenty-two thousand (22,000) square feet in size provide housing at the maximum density of the zone. (Zoning Ord. § 8-2).

18.16.030 Permitted uses.

(a) Single-family dwellings (subject to the restrictions of Chapter 18.12 SCCC).

(b) Two-family dwellings.

(c) Dwelling groups.

(d) Multiple-family dwellings.

(e) Private garages and accessory buildings (see Chapter 18.66 SCCC) customarily appurtenant to the permitted use.

(f) Home occupation as defined under Chapter 18.06 SCCC.

(g) Supportive housing, subject to the same standards and restrictions as other dwelling units under this chapter.

(h) Transitional housing, subject to the same standards and restrictions as other dwelling units under this chapter.

(i) One accessory unit, as defined under SCCC 18.06.010(a), on a lot that has an existing single-family dwelling, subject to the requirements of SCCC 18.10.030(d). (Zoning Ord. § 8-3; Ord. 1935 § 6, 1-13-15; Ord. 1993 § 2, 1-15-19).

18.16.040 Lot area.

Each lot shall contain a minimum area of eight thousand five hundred (8,500) square feet. (Zoning Ord. § 8-4).

18.16.050 Lot width.

The minimum lot width shall not be less than seventy (70) feet. No two-family or multiple residential development may occur on a lot of substandard width without variance approval. (Zoning Ord. § 8-5).

18.16.060 Building height limits.

Two stories not to exceed twenty-five (25) feet. (Zoning Ord. § 8-6).

18.16.070 Front yard.

Each lot shall have a street side front yard of not less than twenty (20) feet in depth. (Zoning Ord. § 8-7).

18.16.080 Side yards.

Each lot shall have two side yards, each having a width of not less than ten feet.

For construction on lots less than seventy (70) feet in width, one interior or nonstreet side yard may be reduced to five feet if immediately adjacent to a garage, carport, or single-story living unit on a lot adjoining such side yard.

Notwithstanding the above, the side yard on the street side of each corner lot exclusive of front yard shall not be less than twenty (20) feet in width. (Zoning Ord. § 8-8).

18.16.090 Rear yard.

A rear yard is required at the rear of every lot. Such rear yard shall not be less than fifteen (15) feet in depth. (Zoning Ord. § 8-9).

18.16.100 Maximum building coverage.

Buildings, including accessory buildings, shall not cover a total of more than thirty-five percent (35%) of the area of any lot. (Zoning Ord. § 8-10).

18.16.110 Open landscaped area.

Each lot greater than twenty-two thousand (22,000) square feet in size shall have not less than forty-five percent (45%) of the lot area developed into permanently maintained open space.

All other lots shall have not less than forty percent (40%) of the lot area developed into permanently maintained open landscaped area. Each planter shall be surrounded with a six-inch raised concrete curbing or planning division-approved equivalent. An irrigation system shall be installed and maintained functional in each separate planter area.

Open landscaped areas shall include but not be limited to required front, side or rear setback areas plus usable common open space and/or private open space areas. (Zoning Ord. § 8-11).

18.16.120 Lot area per dwelling unit.

For every building hereafter erected or structurally altered as a multiple-family dwelling, dwelling group, or apartment structure, the following table establishes the permitted densities based on net square footage of the lot. No multiple dwelling use shall be established on any zoning plot containing less than eight thousand five hundred (8,500) square feet of area without variance approval.

When calculating number of units, if insufficient area exists to provide the minimum lot area for the additional unit, the total number of units shall be rounded down to the smaller number.

18.16.130 Minimum automobile parking required.

At least one garage or carport shall be provided for each dwelling unit, plus one parking space for each dwelling unit. No parking shall occur in required front yards or corner lot street side yards. A minimum driveway length of twenty (20) feet shall be required between said parking space and any street right-of-way line. Back out parking is prohibited for three units or more.

Where garage doors are located so as to be opposite each other with a distance of less than forty (40) feet, automatic garage door openers and roll-up garage doors shall be provided. (Zoning Ord. § 8-13).

18.16.140 Additional development standards.

(a) Fencing. At the time of new construction of a building on property, a solid fence of masonry six feet high shall be installed, and thereafter maintained, by the owner of property in this zoning district on all common property lines:

(1) With any existing office, commercial, or industrial development that does not have such a fence.

(2) With any single-family or duplex zoning or property proposed for single-family or duplex development in the general plan.

(3) With any multiple-dwelling or B-zoned activity area where a conflict in use is probable, the Director of Planning and Inspection is granted the authority as an administrative function to determine such probability of conflict and with regard to this subsection permit a suitable alternative for situations such as jointly used driveway or recreation area, or adjacent minimum ten-foot yards, where construction of masonry would not be warranted.

(b) Landscaped Buffer. A planter, landscaped with screening shrubs and trees, shall be required adjacent to all interior property lines unless two properties are developed concurrently with a common driveway at property line. Each planter shall be surrounded with a six-inch raised concrete curbing or planning division-approved equivalent. Minimum width of soil area within the planter shall be five feet or seven feet if adjacent to parking stalls.

(c) Lighting and Security.

(1) Open parking areas and common open space areas shall include lighting which provides a minimum illumination of one footcandle. Lighting fixtures shall be weather and vandal resistant. Lighting shall not reflect directly into any living area.

(2) All main entrance doors to individual dwelling units shall be solid core type doors equipped with one hundred eighty (180)-degree door viewers. Each main entrance door shall be equipped with a deadbolt lock with a cylinder guard, a minimum of one-inch bolt projection and a maximum security strike plate.

(3) All sliding glass doors and ground floor windows shall be equipped with auxiliary locks, as approved by the Chief of Police.

(d) Trash Disposal. Each property shall provide accessible trash disposal areas. Each disposal area shall be screened from public view by a minimum six-foot-high masonry enclosure with solid wood gates. Such enclosures shall provide area of sufficient size to accommodate trash bins for weekly pickup of the equivalent of one thirty-two (32)-gallon container per bedroom. (Zoning Ord. § 8-14).
