10.53.010 ESTABLISHMENT OF FREE PUBLIC OFF-STREET PARKING LOTS.

The off-street parking lots, as hereinafter designated, are defined and established as free, time-limited parking lots and shall be governed by the provisions of this code. Such parking lots shall be designated by number and shall be located as shown upon a map or maps of the city designated as “Free Off-Street Parking Lot Map, City of Santa Cruz,” which map or maps are on file in the office of the city clerk. The map, or maps, and all amendments thereto and markings thereon are incorporated in this chapter by reference and made a part of this chapter, as though fully set forth in full.

10.53.020 ESTABLISHMENT OF TIME LIMITS.

The city council, by resolution, shall establish the parking limits for the various off-street parking lots.

10.53.030 HOURS DURING WHICH TIME LIMITS ARE EFFECTIVE.

The provisions of this chapter relating to parking time limits on unmetered off-street parking lots shall be effective between the hours of 8:00 a.m. and 6:00 p.m. on every day except Sundays and holidays; provided that the city council may, from time to time, by resolution except Saturdays from the provisions of this chapter.

10.53.040 UNLAWFUL TO PARK LONGER THAN TIME LIMIT.

No operator of any vehicle shall permit the vehicle to be parked in any parking space within a parking lot for a period longer than the established parking time limit for said parking lot.

The fines assessed for violation of this section shall be established by city council resolution.

10.53.050 LEAVING VEHICLE PARKED AFTER RECEIPT OF OVERTIME PARKING CITATION.

No operator of any motor vehicle shall permit the vehicle to remain parked in the same parking lot after receipt of a violation citation for exceeding the parking time limit. Violation of this section will incur only after passage of the succeeding parking time limit of the lot as recorded by the preceding violation citation.

The fines assessed for violation of this section shall be established by city council resolution.

10.53.060 UNLAWFUL TO EXTEND TIME LIMIT BY MOVING VEHICLE.

No operator of any vehicle shall permit the vehicle to be moved from one parking space to another within a parking lot, at any time and in such manner that the vehicle remains in the parking lot a period of time in excess of the parking time limit for the parking lot.

The fines assessed for violation of this section shall be established by city council resolution.

10.53.070 UNLAWFUL TO EXTEND TIME LIMIT BY REMOVING VEHICLE FROM LOT.

No operator of any motor vehicle shall permit the vehicle to be removed from a parking lot and immediately returned to said lot thereafter, for the purpose of avoiding the time limitation of said parking lot established in Section 10.53.050, or for the purpose of evading the prohibition against extending the time in the manner provided in Section 10.53.060.

10.53.080 UNLAWFUL TO REMOVE TIRE MARKINGS.

No operator of any motor vehicle shall remove or permit the removal of any tire marking or other marking or device affixed to the motor vehicle in connection with the enforcement of established parking time limits, so as to avoid or impair the enforcement of the provisions of this code.

The fines assessed for violation of this section shall be established by city council resolution.

10.53.090 UNLAWFUL TO PARK OUTSIDE OF MARKED SPACE.

The city traffic engineer is authorized to install and maintain parking space markings to indicate parking spaces in off-street parking lots where authorized parking is permitted.

When such parking space markings are placed on the surface of the lot, subject to other or more restrictive limitations, no vehicle shall be stopped, left standing, or parked other than within a single space unless the size or shape of such vehicle makes compliance impossible.

The fines assessed for violation of this section shall be established by city council resolution.

10.53.095 NO BACKING INTO A PERPENDICULAR PARKING STALL.

When the city has posted a sign stating, “No Backing In” in a city parking lot with two-way travel lanes and perpendicular parking, it shall be unlawful for a driver to back a vehicle into a parking stall.

(A)    DOWNTOWN FINE SCHEDULE.

(B)    BEACH/WHARF FINE SCHEDULE.

The fines assessed for violation of this section shall be established by city council resolution.

10.53.100 PERMIT PARKING – REGULATION.

No operator of any vehicle shall park or permit to be parked any vehicle within any unmetered all-day parking lot, operated or leased by the city on a stall basis, without such vehicle having a valid permit appropriately displayed.

The fines assessed for violation of this section shall be established by city council resolution.
