9.17.010 Definitions.

A “garbage grinder,” or “garbage disposal,” is a device designed to be installed between a plumbing fixture and a properly vented trap connected to a drain and so constructed that it will reduce waste food products to sizes that can be carried in the sewer system. The term “unit” shall mean dwelling unit, commercial unit, industrial unit, or any building or portion thereof designed to be separately rented, leased or occupied for residential, commercial or industrial operations.

9.17.020 Construction and operating characteristics.

A.    The grinder and connections shall be of such size as to grind all garbage or waste materials likely to be produced or accumulated in the unit in which it is installed.

B.    The grinder, or disposal, shall operate when water is flowing through it into a properly vented trap and house sewer connections.

C.    The grinder, or disposal, shall discharge ground waste at a reasonably uniform rate in fluid from, which fluid will flow readily through an approved trap, drain line, or soil line, without clogging or stoppage.

D.    It shall be of such construction and have such operation characteristics that at least forty percent of all material discharged form it shall pass through a number four sieve; and one hundred percent shall pass through one-half inch screen.

E.    It shall be self-scouring, with no fouling surface and no objectionable odor after continued use.

F.    It shall be fee from electrical or mechanical hazards to person or property.

G.    It shall be installed to comply in all particulars with the provision of all electrical and plumbing codes in effect in the city of South Gate at the time of installation.

9.17.030 Installation in new construction.

No dwelling unit, whether constructed singly or in group as multiple dwellings or apartments, and no other unit, whether commercial, industrial or otherwise, which is designed for the storage, handling, processing, preparation or consumption of fruits, vegetables, grains, meat or other foodstuffs, in any manner so as to produce garbage or unusable or unsalable waste material, shall be constructed unless it shall be equipped with an approved type of garbage grinder, or grinders, readily accessible and properly connected to the sewer.

9.17.040 Exceptions.

A.    A garbage grinder shall not be required when, in operating any business in any commercial, industrial or other unit where packaged or canned food is stored, but not opened, or processed, or used, or put into, or taken form the can or package, on the premises.

B.    No commercial garbage grinder shall be installed within two hundred feet of the dead end of any sewer line.
