11.06.010 Names and purposes of use zones.
In order to classify, regulate, restrict and segregate the uses of lands and buildings, to regulate and restrict the height and bulk of buildings, to regulate the area of yards and other open spaces about buildings and to regulate the density of population, fourteen classes of use zones are by this title established, to be known as follows:

Where areas are shown on the zoning map enclosed within a heavy dashed line, the area thus shown is intended to approximate the future location for that type of land use indicated by the symbol therein enclosed within a circle (See Sections 11.30.070 and 11.30.080). Uncircumscribed symbols within such designated areas represent present classification.

11.06.020 Degrees of restrictiveness.
The term “MORE RESTRICTIVE USES” as employed in this title means the following:
(a) Those uses permitted in the R-1 zone are the most restrictive.
(b) All other uses are less restrictive in the order they are first permitted in the zones in the sequence here shown: R-2, R-3, R-4, C-C, C-R, C-2, C-3, C-M, M-2, M-3 and M-H.

11.06.030 Establishment of zones by map.
The location and boundaries of the various zones are such as shown and delineated on the zoning map of the city of South Gate, which map is attached hereto and made a part hereof.
Said zoning map attached hereto and made a part hereof is, pursuant to Section 11.06.040 of this chapter, divided into parts and the parts in turn, divided into units.

11.06.039.153 Certain property reclassified from C-R to C-M status.
That the real property hereinabove referred to is commonly known as 8917 State Street, South Gate, California, and is hereby more particularly described as:
Lot 197 of Tract 3477 in the City of South Gate as per map recorded in Book 38, pages 11 and 12 in the Office of the County Recorder, County of Los Angeles.
And the same shall be and the same are hereby changed and reclassified from a district of zone C-R as created and established in such code, to a district of zone C-M as created and established therein. That notwithstanding any other provision or provisions of this chapter said property hereinabove described shall, on and after the date of the taking effect of the ordinance adding this new section to this chapter, respectively become, and be in, a district of zone C-M, as created and established in this chapter.

11.06.039.154 Certain property reclassified from C-3 to C-M status.
That the real property hereinabove referred to is commonly known as 9854 Long Beach Boulevard, South Gate, California, and is hereby more particularly described as:
Assessors Parcel No. 6206-012030
And the same shall be and the same are hereby changed and reclassified from a district of Zone C-3 as created and established in said code, to a district of Zone C-M as created and established therein. That notwithstanding any other provision or provisions of this chapter said property hereinabove described shall, on and after the date of the taking effect of the ordinance adding this new section to this chapter, respectively become, and be in, a district of Zone C-M, as created and established in this chapter.

11.06.039.157 Certain property reclassified from C-3 and R-3 to precise plan status.
The real property hereinabove referred to is commonly known as Assessor’s Parcel Map Nos. 6243-13-2, 6243-13-3, 6243-13-5, 6243-13-905 and 6243-13-906, South Gate, California, and is hereby more particularly described as:
Lots 1, 2, 3, 4, 5, 6, 7, 8, 24 and 25 of Block 27 of the Hollydale Tract in the City of South Gate as per map recorded in Book 82, pages 8—15 in the Office of the County Recorder, County of Los Angeles,
And the same shall be and the same are hereby changed and reclassified from a district of Zone C-3 and R-3 as created and established in this code, to a district of zone precise plan as created and established therein. Notwithstanding any other provision or provisions of this chapter, the property hereinabove described shall, on and after the date of the taking effect of the ordinance adding this new section to this chapter, respectively become, and be in, a district of zone precise plan, as created and established in this chapter.

11.06.039.158 Certain property reclassified from C-R to precise plan status.
The real property hereinabove referred to is commonly known as Assessor’s Parcel Map Nos. 6210-018-012 and 6210-018-050, South Gate, California, and is hereby more particularly described as:
The south 80 feet of Lot 34 and the north 40 feet of Lot 33 of Tract 3477, in the City of South Gate as per map recorded in Book 38, pages 11 and 12 in the Office of the County Recorder, County of Los Angeles,
And the same shall be and the same are hereby changed and reclassified from a district of Zone C-R as created and established in this code, to a district of zone precise plan as created and established therein. Notwithstanding any other provision or provisions of this chapter, the property hereinabove described shall, on and after the date of the taking effect of the ordinance adding this new section to this chapter, respectively become, and be in, a district of zone precise plan, as created and established in this chapter.

11.06.039.159 Certain property reclassified from M-3 and R-3 to precise plan status.
The real property commonly known as 2405 Southern Avenue, identified on Tentative Parcel Map No. 66065, currently designated by the Los Angeles County assessor’s office as Assessor’s Parcel Nos. 6204-003-007 and 6204-003-008, and legally described as follows:
Parcels A and B of Lot Line Adjustment No. 84. Parcel A which comprises the northern and eastern portion of the Property, has a site area of approximately 184,138 square feet. Parcel B comprises the western portion of the Property, has a site area of approximately 102,602 square feet is hereby changed and reclassified from a district of M-3 (Heavy Manufacturing) and R-3 (Multi-Residential) to a district of zone precise plan as created and established in Precise Plan No. 17.

11.06.039.160 Certain property reclassified from M-2 to precise plan status.
The real property commonly known as 9923 Atlantic Avenue, currently designated by the Los Angeles County Assessor’s Office as Assessor’s Parcel Nos. 6221-001-006, 6121-002-014, 002-016, 002-017, 002-024 and legally described as follows:
Portion of Lot No. 5 of Tract No. 1451 as recorded in Map Book No. 20, Pages 58 and 59, Portion of Lot 11 of Tract No. 2778 as recorded in Map Book No. 30, Pages 84 and 85, Lots Nos. 1—7, Lots 10 to 32, Lot No. 34, Lot No. 36, Lot No. 38, Lot No. 40, Lot No. 42, Lot No. 44, Lot No. 46, and Lot No. 48 of Tract No. 6436 as recorded in Map Book 70, Pages 16 and 17 in the Office of the Los Angeles County Recorder. A site area of approximately 162,022 square feet is hereby changed and reclassified from a district of M-2 (Light Manufacturing) to a district of zone precise plan as created and established in Precise Plan No. 18.

11.06.039.161 Certain property reclassified from C‑M and R-3 to precise plan status.
The real property commonly known as 3125 Firestone Boulevard, currently designated by the Los Angeles County Assessor’s Office as Assessor’s Parcel Nos. 6204-006-004, 6204-006-045, and 6204-006-048 and legally described as follows:
Parcel 1: Lot 46 and 63 of tract no. 3233, in the City of South Gate, County of Los Angeles, State of California, as per map recorded in Book 36, Page 70 of maps, in the office of the County Recorder of said county.
Except the southerly 20 feet of said lot 46 included in Firestone Boulevard.
Parcel 2: The southerly 40 feet of lot 62 of tract no. 3233, in the City of South Gate, County of Los Angeles, State of California, as per map recorded in Book 36, page 70 of maps, in the office of the County Recorder of said county.
Parcel 3: The south 40 feet of lot 47 of tract no. 3233, in the City of South Gate, County of Los Angeles, State of California, as per map recorded in Book 36, page 70 of maps, in the office of the County Recorder of said county.
Parcel 4: The south 40 feet of the north 80 feet of lot 62 of tract no. 3233, in the City of South Gate, County of Los Angeles, State of California, as per map recorded in book 36, page 70 of maps, in the office of the County Recorder of said county.
Parcel 5: The southerly 40 feet of the northerly 80 feet of lot 62 of tract no. 3233, in the City of South Gate, County of Los Angeles, State of California, as per map recorded in book 36, page 70 of maps, in the office of the County Recorder of said county.
Parcel 6: The north 40 feet of lot 47 of tract no. 3233, in the City of South Gate, County of Los Angeles, State of California, as per map recorded in book 36, page 70 of maps, in the office of the County Recorder of said county.

11.06.040 Division of zoning map.
The zoning map may, for convenience, be divided into parts and each part may, for purposes of more readily identifying locations within such zoning map, be subdivided into units, and such parts and units may be separately employed for identification purposes when amending the zoning map or for any official reference to the zoning map.

11.06.050 Changes in boundaries.
Changes in the boundaries of the zones shall be made by ordinance adopting an amended zoning map, or part of said map, or unit of a part of said zoning map, which amended maps, or parts or units of parts, when so adopted shall be published in the manner prescribed by law and become a part of this title.

11.06.060 Uncertainty of boundaries.
Where uncertainty exists as to the boundaries of any zone shown upon a zoning map or any part or unit thereof, the following rules shall apply:
(a) Where such boundaries are indicated as approximately following street and alley lines or lot lines, such lines shall be construed to be such boundaries.
(b) In the case of unsubdivided property, and where a zone boundary divides such property, the location of such zone boundaries, unless the same are indicated by dimensions, shall be determined by use of the scale appearing on the zoning map.
(c) Where a public street or alley is officially vacated or abandoned, the area comprising such vacated street or alley shall acquire the classification of the property to which it reverts.
(d) Areas of dedicated streets or alleys and railroad rights-of-way, other than such as are designated on the zoning map as being classified in one of the zones provided in this title, shall be deemed to be unclassified and, in the case of streets, permitted to be used only for street purposes as defined by law, and in the case of railroad rights-of-way, permitted to be used solely for the purpose of accommodating tracks, signals, other operative devices and the movement of rolling stock.

11.06.070 Classification of unclassified property.
Any property which, for any reason, is not designated on the zoning map as being classified in any of the zones established hereby, shall be deemed to be classified R-1.

11.06.080 Prezoning of properties outside city.
The city council recognizes the fact that a city’s social and economic life is seldom limited to the area within its corporate limits; that real need exists to consider zoning and physical planning on the basis of the existing and developing area rather than only the areas currently within the city limits; that state law, through the medium of the State Planning Law, recognizes the existence of the relationship between a city and the areas adjacent thereto and has incorporated in such State Planning Law a mandate that cities shall preplan areas contiguous thereto if, in the opinion of the city, such areas bear a relationship to its planning. In recognition of such policy, and purpose and the possibility of annexation of adjoining lands, the city undertakes to establish an expansion of a consistent land-use pattern that shall prevail if and when areas contained within such expanded plans annex to the city. For that purpose prezoning maps may be developed and adopted in the same manner within the city, including procedures for and current consideration of unclassified use permits, conditional use permits and site plans.

11.06.090 Zoning status of annexing properties.
(a) Prezoning Map Adopted. If a prezoning map for an area has been adopted, then such annexing property contained therein shall, upon becoming a part of the city, possess the classification indicated on the detailed prezoning map, and such portions of the prezoning map governing properties so annexed shall become a part of the city’s zoning map and thereafter be subject to all of the provisions of this title.
(b) Prezoning Map Not Adopted. Unless otherwise prezoned by adoption of an official prezoning map, all property annexed shall automatically be deemed to be classified R-1, single-family residential.

11.06.100 Limitation of land use.
Except as provided in this title, no building shall be erected, reconstructed or structurally altered, nor shall any building or land be used for any purpose except as hereinafter specifically provided and allowed in the same zone in which such building, land or use is located.
