11.49.010 Purpose declared.

In order to conserve and promote public health, safety, and general welfare, and to carry out the purpose of the State Conservation and Planning Act, general plans and elements, as determined by the state law, are hereby and will hereafter be adopted from time to time. Such plans will pertain to such subjects as are determined by said Conservation and Planning Act.

The city council hereby declares that a general plan as defined by state law has been developed and adopted, and elements based thereon have been prepared and adopted.

11.49.020 Procedures.

The procedures governing the preparation and adoption or general plans and elements shall be such as are prescribed by the State Conservation and Planning Act as it now exists or may hereafter be amended.

11.49.030 Form of general plan and elements.

Plans prepared and adopted pursuant to this chapter shall be in accordance with state law and guidelines.

11.49.040 Planning commission responsibility--Elements, resolutions and maps.

The planning commission shall be charged with the responsibility of preparing such plans and elements and the required resolutions and maps with respect thereto, and shall prepare and maintain for public inspection the general plan map of the city of South Gate.

11.49.050 Amendments and additions.

Additions to, or amendments of the general plan and elements shall be by resolution or the city council in the manner prescribed by law.

11.49.060 Setting of, and time of, hearings.

On all adoptions of and amendments to the general plan and its elements, public hearings shall be as set forth in Section 11.42.050 of the city of South Gate municipal code.

11.49.070 Decision of council final.

The action by the city council on the adoption of, or application for amendment of the general plan and general plan elements shall be by a four-fifths’ vote of the entire membership of the city council and shall be final and conclusive.

11.49.080 Responsibility for administrative conformance.

Each officer or employee of the city of South Gate having the responsibility and authority for issuing licenses or permits, and any officer or official body having the authority or responsibility to pass upon plans or specifications for private or public projects, shall issue no license, permit or authorize by approval, any project, plan or specification, the purpose or form of which does not conform to the general plan and its elements.
