5.15.010 Fireworks.

The sale or discharge of fireworks, firecrackers, sparklers, salutes, roman candles and other explosive articles of similar nature within the city is hereby prohibited.

The provisions of this section shall not apply to any person engaged in the preparation for or performance of a public fireworks display authorized by written order and/or permit of the fire chief of the city of South Lake Tahoe in advance, in full compliance with the conditions or restrictions contained in such order. 5.15.020 Explosives.

It shall be unlawful for any person to discharge or to explode any dynamite, powder, nitroglycerine, or any other explosive, explosive substance or combustible material without first obtaining a written order and/or permit from the fire chief or his/her designee. Blasting or use of explosives or combustible materials may be carried out only under the terms of the order and/or permit and under the terms of this chapter. All blasting and use of explosives shall be conducted or carried on by the use of a screen, blanket, or other device which shall successfully hold all debris and waste material as near to the ground as possible and shall prevent the waste material and debris from being forced, propelled or shot into the air.

The fire chief is hereby given power to regulate the use of explosives within the city, to limit or regulate the size of charges or shots in all cases of blasting for demolition, construction work and avalanche control. It shall be the duty of the fire chief or his/her designee whenever application is made to him for permission to use an explosive or to do blasting within the city to investigate the place where the work is proposed to be carried on, and to impose such terms or conditions upon the use of all explosives or combustible materials or substances and all dynamite or powder which will preclude the possibility of injury to persons or property. 5.15.030 Open burning.

The fire chief or his/her designee may prohibit open burning when atmospheric conditions or local circumstances make such fires hazardous. (Ord. 1080 § 1 (Exh. A))

5.15.040 Fire pits.

The fire chief or his/her designee may require the application for and issuance of a permit for maintaining a fire pit or other outdoor fire for cooking, heating, or aesthetic purposes if the fire chief or his/her designee determines that local circumstances necessitate such permits. Fire pit permits shall have a fee set forth by separate resolution of the city council. (Ord. 1080 § 1 (Exh. A))

5.15.050 Liquefied petroleum gases.

The provisions of this section shall apply to all new liquefied petroleum gases (LPG) installations and to existing installations when LPG service is reconnected after service is interrupted, other than for reasons of nonpayment or exhaustion of fuel supply.

a) Two-Stage Regulation Systems Required. Two-stage regulator systems shall be installed on all LPG installations.

1. First Stage. The first-stage regulator shall be installed in accordance with manufacturer’s specifications as the same may from time to time be amended.

2. Second Stage. The second-stage regulator and riser pipe shall be installed on the gable end of the buildings, as close as practicable to the building wall. This riser shall be securely supported or braced. Swing joints shall be provided at the tank riser and at the entry to the structure. Location of second-stage regulators shall be subject to the approval of the AHJ.

3. Exception 1. On round, octagon and similarly shaped structures (without gable ends) the riser may be located under the eaves.

4. Exception 2. On existing services that are reconnected after service is interrupted, where relocation of the riser is not possible due to structural or topographical constraints, the riser may be under the eaves or as approved by the building official.

5. Protective Cover. A protective cover, provided by the gas service company and approved by the building official, shall be installed over the second-stage regulator and securely supported to the ground or diagonally to the building wall. When supported to the ground, the footing for the supports shall be founded six inches below finished grade.

6. No Concrete by Riser. The riser pipes for the yard piping shall not be embedded in concrete. The riser shall be insulated when passing through concrete.

7. Snow Stakes. Location of the center line of the LPG tanks shall be permanently marked by the use of snow stakes one at each end. Such stakes shall be of sufficient height to be visible through anticipated maximum snow depth at the respective location. Installation and maintenance of these snow stakes is the joint responsibility of the LPG vendor and LPG user.

b) Notice of Requirements. Each vendor of LPG shall, not later than the connecting of service to a user’s property, provide a written document containing safety instructions and containing emergency instructions for the use of such LPG installation. Each such vendor shall also provide a notice to be posted on the user’s premises at a prominent location.

c) Requirements for Existing Installations.

1. Each vendor of LPG shall notify the AHJ of all existing nonconforming LPG installations served by such vendor.

2. It shall be unlawful for any vendor to provide service to a nonconforming installation.

3. Safety inspection shall be made by the gas vendor of outside regulators, valves, meters and exposed piping at least once each year.

d) All hazardous conditions which have not been immediately corrected will be noted in a written report with a copy immediately to the consumer, a copy to the fire department, and a copy to the building department within 30 days of inspection.

e) It shall be unlawful and an infraction for a vendor to provide service and/or fuel to any unsafe natural gas or LPG facility within the city.

1. For purposes of this chapter, an unsafe facility is defined as, but not necessarily limited to, the following:

i. Any tank not installed on solid footing.

ii. Any tank not cleared of ice and snow.

iii. Any tank regulator not cleared of ice and snow.

iv. Any tank riser not cleared of ice and snow.

v. Any tank with substantially misaligned, bent or otherwise damaged parts, valves, regulators, risers or associated equipment that could result in leakage of gas.

vi. Any second-stage regulator or structure not protected with cover.

vii. Any second-stage regulator not cleared of ice and snow.

2. Upon determining that any facility is unsafe as defined herein, the vendor shall post, or cause to be posted, on or around such facility, a notice in substantially the following form: “Servicing of this tank is prohibited by law due to its unsafe condition. Please make the following correction(s) so fuel can be provided.” (Ord. 1080 § 1 (Exh. A))
