2.16.010 Appointment.

The city clerk shall be appointed and supervised by the city manager as set forth in Section 2.12.060(B)(2). The city clerk shall be chosen solely on the basis of his or her administrative qualifications. (Ord. 02-5 § 2 (part): prior code § 2.24)

2.16.020 Supervision.

The city clerk is subject to the supervision of the city manager except in matters which by state law are confined to the city clerk’s exclusive and uncontrolled jurisdiction. (Ord. 02-5 § 2 (part): prior code § 2.25)

2.16.030 Compensation.

The city clerk shall receive such compensation as the city council shall, from time to time, determine. (Ord. 02-5 § 2 (part): prior code § 2.26)

2.16.040 Powers and duties.

The city clerk shall have such powers and perform all duties prescribed by the laws of the state, this code, the city council, or the city manager. Without limiting the forgoing, the powers and duties of the city clerk include:

A.    Duties at council meetings: to attend all meetings of the city council and act as clerk thereof. The city clerk shall keep a full, true and correct record of all proceedings of the council;

B.    Records and files to be kept: to keep a copy of every city ordinance in a book marked “Ordinances”; a file of all official bonds; and a record or file of all books, reports and documents which may be required by law, including this code, to be recorded or filed;

C.    Notices: to post all notices required to be posted by law, including this code, or ordered posted by the council, unless it is specifically provided that it shall be a duty of another officer to post such notices;

D.    Publications: to cause to be published in a newspaper of general circulation in the city all franchise ordinances and all notices and other writings required to be published by law, including this code, or ordered published by resolution of the council;

E.    Seal, authentication of documents: to keep the seal of the city and authenticate his or her signature and seal all ordinances, and when directed to do so by law, including this code, or order of the council or city manager, to authenticate bonds, contracts, and any other documents;

F.    Administrative assistant to the city manager: to provide administrative and clerical support to the city manager;

G.    Transferred duties: to hold such powers and perform such duties as may be transferred to the city clerk from other offices by the city manager. (Ord. 02-5 § 2 (part): prior code § 2.27)

2.16.050 Deputy city clerks.

The city clerk shall appoint deputies only with the prior approval of the city manager. Any such deputy shall hold office at the pleasure of the city manager and receive such compensation as is provided by the city council. (Ord. 02-5 § 2 (part): prior code § 2.28)

2.16.060 Bond.*

The city clerk, before entering upon the duties of his or her office, shall execute a bond to the city as required elsewhere in this code. (Ord. 02-5 § 2 (part): prior code § 2.28.01)
