2.05.010 Policy.

It is the policy of the district to evaluate and select employees on the basis of merit and to determine individual merit through performance and competitive examinations. It is understood that district tenure at the district shall be dependent upon good behavior, efficiency, necessity of the work and the appropriation of sufficient funds.

Therefore, the board of directors of this district create and establish a district merit system for the selection and retention of employees, and it is the policy of the board that the acts and decisions of the board or of its officers shall be done in accordance with good merit system practices and policies.

If any provision of this chapter is in need of construction to determine its plain meaning, the board shall adopt such definitions or other aids to set forth its true meaning as are needed. [Ord. 5-16-95 § 1-101]

2.05.020 Board authorization of positions and recognition of appointments.

The board shall authorize all district positions. The general manager, after consultation with the board, shall be responsible for the recruitment and selection process required to fill the authorized positions. [Ord. 5-16-95 § 1-102]

2.05.030 Inimical activities.

Any employee in district service shall not engage in any employment or other activity, which is in conflict with the employee’s duties as an employee of the district.

The district considers itself the primary employer. Any regular full-time district employee must have written consent of the general manager for any other regular outside employment. In the event the general manager does not consent to other employment, the employee may appeal the decision through established grievance procedures. [Ord. 5-16-95 § 1-103]
