SIGNS AND HANDBILLS IN PUBLIC PLACES

5-32.01 Posting signs and handbills unlawful.

It shall be unlawful for any person to paint, mark or write on, or post or otherwise affix any handbill or sign to or upon any sidewalk, crosswalk, curb, curbstone, fence, street lamp post, hydrant, tree, shrub, tree stake or guard, exterior wall or window of any building in a commercial, public, or industrial district, railroad trestle, or electric light or power or telephone or telegraph pole, or wire appurtenance thereof, or upon any fixture of the fire alarm system, or upon any light system, public bridge, drinking fountain, street sign, or traffic sign.

5-32.02 Removal of unlawful signs and handbills.

Any handbill or sign found posted or otherwise affixed upon any public or private property contrary to the provisions of this chapter may be removed by the Police Department or the Public Works Department. The person responsible for any such illegal posting shall be liable for the cost incurred in the removal thereof, and the Director of Finance is authorized to effect the collection of such cost.

5-32.03 Exceptions: Permitted metal plaques.

Nothing in this chapter shall apply to the installation of a metal plaque or plate or individual letters or figures in a sidewalk commemorating an historical, cultural, or artistic event, location, or personality for which the City has granted a written permit.

5-32.04 Exceptions: Painted house numbers.

Nothing in this chapter shall apply to the painting of house numbers upon curbs done under permits issued under and in accordance with the provisions of Chapter 6 of Title 8 of this Code or to comply with the provisions of Section 1008 of the Civil Code of the State.

5-32.05 Exceptions: Interior window space and legal notices.

Nothing in this chapter shall apply to the installation of signs affixed to the interior window of a building when in compliance with the provisions of Chapter 6 of Title 8 of this Code or the posting of legal notices by the City when required by the provisions of law or this Code.
