2.50.010 Established.

There is established a board of museum commissioners, to be known as the city of Angels museum commission. (Ord. 348 (part), 1995)

2.50.020 Definitions.

For the purpose of this chapter, the following words and phrases shall have the meanings respectively ascribed to them by this section.

A.    "Commission" means the Angels museum commission.

B.    "Council" means the city council of Angels. (Ord. 348 (part), 1995)

2.50.030 Composition.

The commission shall consist of seven members. (Ord. 436, 2009: Ord. 348 (part), 1995)

2.50.040 Manner of appointment, terms of office, removal of members.

A.    Members shall be appointed by the mayor with the concurrence of the city council.

B.    The museum commission members are to serve for terms of three years which expires on the last day of June. Members of the first commission appointed shall determine their respective terms of office by lot, so that two shall serve for a term of one year, two shall serve for a term of two years and one shall serve for a term of three years, their respective terms to expire on the last day of June.

C.    Each appointment or reappointment made following the above described initial appointment shall be made effective upon the expiration of each initial term respectively and shall be for a term to expire on the last day of June three years from the effective date of such appointment or reappointment.

D.    Members shall serve to the conclusion of the applicable three-year term or until a successor is named, whichever occurs later in time.

E.    Members of the commission may be removed by majority vote of the city council.

F.    The appointment of a member to fill a vacancy on the commission shall be for the balance of the unexpired term of the incumbent member. (Ord. 348 (part), 1995)

2.50.050 Officers--Bylaws--Meetings.

A.    The commission shall elect a chairman and vice chairman from among its members in July of each year.

B.    The commission may adopt rules of procedure providing for the method of electing officers, times and place of regular meetings, which shall be held at least every two months, and such other rules as may be necessary for the transaction of the business of the commission, and shall keep a public record of its resolutions, transactions, findings and determinations. 2.50.060 Powers and duties.

The powers and duties of the commission shall be as follows:

A.    To coordinate all of the museum activities of the city; subject to city council approval;

B.    To encourage a sound program of museum acquisition, development and maintenance;

C.    To interpret the museum programs to public officials and to the general citizenship in order to promote understanding and financial support from public and private sources;

D.    To recommend to the city council the establishment of general policies with respect to the museum;

E.    To consider recommendations and requests originating from any source outside the museum;

F.    To make periodic inspections of museum facilities, grounds and exhibits;

G.    To make such investigations or surveys in the general field of museum operations as may be deemed advisable by the city council, or as may be deemed advisable by the city administrator, and to fully report its findings and recommendations;

H.    To assist the city council in the acquisition, contribution, development and maintenance of museum facilities and exhibits as part of a sound master plan, in keeping with the community needs and interests;

I.    To aid the city council in coordinating the museum services with the programs of other governmental agencies and voluntary organizations;

J.    To advise, with the assistance of the city administrator, in the preparation of the annual budget and long range capital improvement program for submission to the city council;

K.    To advise the city council on problems of development, programs, operations and improvements in museum services, including but not limited to hours and days of operations, staffing and related matters;

L.    To prepare and recommend to the city council a master plan setting forth a comprehensive, long term plan for the museum development of the city;

M.    To prepare and recommend a policy for the handling of all proposals for donations, contributions or other offers of exhibits, including but not limited to criteria for the acceptance or rejection of offers, in whole or in part, to the museum. (Ord. 348 (part), 1995)
