SENIOR CITIZEN HOUSING INCENTIVES

14.20.010 Purpose.

This chapter establishes the method of providing incentives for the development and construction of senior citizen housing in the city in compliance with Government Code Section 65915. (Prior code § 12-3.01)

14.20.020 Developer incentives – Declaration of intent.

The city council finds and declares that due to the limited amount of developable property in the city’s residential zones, the already overburdened resources of the city in insuring the public health, welfare and safety of the citizens, and the current and expected increase in the demands placed on the infrastructure, no density bonuses will be granted. In order to assist in the development of such housing, and pursuant to Government Code Section 65915(b), the city will provide other incentives of equivalent financial value based upon the land cost per dwelling unit in the development. 14.20.030 Senior citizen housing defined.

In order to be considered for the receipt of incentives for the development and construction of senior citizen housing, a developer must submit a preliminary proposal in which at least fifty percent of the total dwelling units of the development are for senior citizens as defined in Civil Code Section 51.3. The housing shall provide specially designed accommodations to meet the physical and social needs of senior citizens. The developer will be required to record a covenant stating that the units designed for senior citizens shall be occupied by qualifying senior citizens for a period of no less than thirty years. 14.20.040 Developer incentives of equivalent financial value.

The following incentives shall be considered by the city council based upon the land cost of the dwelling unit in the development:

A. Granting of a deviation from the parking, open space, dwelling unit size and/or gust parking standards contained in the zoning title of this code;

B. Waiver of all or any portion of applicable planning or plan check fees or charges;

C. Priority processing of applications for environmental review, project approval, architectural review, plan check, permit issuance and inspection;

D. Such other nonregulatory incentives of equivalent financial value as the city council deems appropriate. (Prior code § 12-3.04)
