16.27.010 Purpose.

The purpose of the R-C district is to provide a zoning district where mixed office/residential use developments may be allowed on the same property or in the same building, with the intent of increasing housing opportunities and of mitigating the impacts of new office developments on the existing housing stock by providing housing opportunities.

It is the intention of the R-C district to allow for significant functional and physical integration of project components of mixed office/residential uses.

Consideration will be given to joint use of parking, common areas, open space, specific C-1-A types of uses and associated intensities, housing types and sizes of units, and overall architectural design when considering conditionally approving use permits and architectural control requests for mixed use developments in the R-C district. 16.27.020 Uses generally.

(a)    Permitted uses are:

(1)    Single-family dwellings;

(2)    Duplexes; and

(3)    Accessory buildings.

(b)    Conditional uses. Conditional uses allowed in the R-C district, subject to obtaining a use permit or, in the case of home occupations, a home occupation permit, are as follows:

(1)    Three (3) or more dwelling units;

(2)    Public utilities in accordance with Chapter 16.76;

(3)    Special uses in accordance with Chapter 16.78;

(4)    Home occupations in accordance with Section 16.04.340;

(5)    Boardinghouses;

(6)    Professional, administrative and executive offices;

(7)    Banks, savings and loan associations and other similar financial institutions;

16.27.030 Development regulations.

(a)    Development regulations for residential uses or for the residential portion of a mixed commercial/residential use within the R-C district shall be as specified for the R-3 district, except as follows:

(1)    The maximum density for residential uses is 18.5 dwelling units per acre.

(b)    Development regulations for commercial uses or for the commercial portion of a mixed commercial/residential use within the R-C district shall be as specified for the C-1-A district.

(c)    For a mixed residential/commercial use development, the maximum gross floor area shall be as specified in a use permit, in accordance with the following:

(1)    The maximum gross floor area for a residential use shall not exceed forty-five percent (45%) of the total lot area;

(2)    The maximum gross floor area for a commercial use shall not exceed forty percent (40%) of the total lot area; and

(3)    The total gross floor area shall not exceed eighty-five percent (85%) of the total lot area. (Ord. 932 § 1 (part), 2004: Ord. 863 § 2, 1994: Ord. 680 § 1, 1982: Ord. 671 (part), 1981).
