2.20.010 Office created.

There is created the office of director of public works. The director shall be appointed and supervised by the city manager as set forth in Section 2.12.060(B)(2). The director shall be chosen solely on the basis of his or her engineering, executive and administrative qualifications. The director shall at all times during his or her tenure possess a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Civil Engineers. 2.20.020 Powers and duties.

A.    Subject to policy prescribed by the city council, the director of public works shall have the power and it shall be his or her duty to plan, organize, supervise and perform engineering work for municipal public works; to supervise the repair, maintenance and construction of public works; to supervise the enforcement of existing zoning ordinances, but not to act in the capacity of a planner for the city, the city council or the planning commission; to act as staff to the city tree committee and other committees as directed by the city manager; and to supervise the maintenance of city trees and parks.

B.    The director of public works shall attend all regular meetings of the city council, and present to the council regular and special oral and written reports requested by the council or as necessary to inform the council of matters under the director’s discretion. The director shall, at the direction of the city manager or the council, attend special meetings of the council and meetings of the planning commission and other bodies considering matters related to the city’s public works. 2.20.030 Definitions.

As used in this chapter:

“Engineering and supervision” includes, without limitation, designing streets, sidewalks, sewer systems, drainage structures and other public works; surveying and drafting; field inspections; compiling estimates; preparing contracts and specifications; evaluating need for and planning and scheduling long-range public works programs; recommending design, material and processes proposed to be used by the city for public works; and maintaining records, maps and files of the city relating to public works.

“Public works” includes, without limitation, all parts of the municipal water system, sewage system, drainage structures, streets and sidewalks, all land, buildings and other improvements owned by the city and all equipment used by the city in the repair, maintenance and construction of public works. 2.20.040 Capacities.

The director of public works shall be the superintendent of streets, superintendent of the water department, floodplain administrator, and the property officer. He or she shall also serve as city engineer, if he or she is so designated by the city manager. (Ord. 01-10 § 1 (part): prior code § 2.20)

2.20.050 Rules and regulations.

The director of public works shall, subject to the approval of the city council, promulgate such rules and regulations, as he or she deems necessary to carry out his or her duties. (Ord. 01-10 § 1 (part): prior code § 2.21)

2.20.060 Full-time duties.
