DIRECTOR OF PLANNING

2.28.010 Office created.

The office of director of planning is created. The director shall be appointed and supervised by the city manager as set forth in Section 2.12.060(B)(2). (Ord. 01-10 § 6 (part): prior code § 2.140)

2.28.020 Duties.

The director of planning shall:

A.    Service as staff to the city manager, city council, city planning commission, and other city committees;

B.    Make recommendations to the city council for the periodic revision and continuing effectuation of the city’s general plan, zoning ordinance, and California Environmental Quality Act guidelines;

C.    Ensure that development proposals conform to the city’s general plan, any other planning documents or policies of the city, and any applicable environmental statutes. The planning director shall report on the relation of the general plan and other applicable plans or ordinances to any development proposal submitted to the city;

D.    Make recommendations on the preliminary maps of all subdivisions submitted to the city and make recommendations on the subdivision of any land in the city and in the unincorporated area surrounding the city limits as provided for by state law, in coordination with the city engineer;

E.    Prepare studies relating to environmental, social, or economic data as he or she deems necessary or as directed by the city council or city manager, and report the findings and conclusions to the city council when requested;

F.    Interpret planning documents and planning related ordinances and advise interested citizens. The planning director shall assist property owners and builders in meeting the city’s planning requirements;

G.    Review all engineering projects for conformance with the city’s general plan and zoning ordinance and coordinate engineering plans with the city engineer;

H.    Supervise the employees and duties of the building department;

I.    Attend regular meetings of the city council and planning commission, and present regular and special oral and written reports requested or necessary to inform the city council or planning commission of matters under the director’s discretion. The director shall, at the direction of the city manager or city council, attend any special meetings;

J.    Perform such other functions as the city council or city manager may from time to time specify. (Ord. 01-10 § 6 (part): prior code § 2.141)
