2.60.010 Created—Composition—Appointment and terms of members—Vacancies.
There is created a city planning commission to consist of five members, not officials of the county or city, who shall reside within the St. Helena city limits and be appointed by vote of at least four members of the city council. The appointment process shall be established by resolution of the city council. One term of office shall expire on June 30, 1990; two terms of office shall expire on June 30, 1992; and two terms of office shall expire on June 30, 1993. Except as so provided for, the terms of members shall be four years. If a vacancy shall occur otherwise than by expiration of term, it shall be filled by appointment for the unexpired portion of the term. (Prior code § 2.8)
2.60.020 Removal of members—Compensation of members.
Any appointed member of the planning commission may be removed by resolution of the city council. Each member of the commission shall be paid the sum of one hundred dollars ($100.00) per month. (Prior code § 2.9)
2.60.030 Chairperson—Meetings—Records—Subordinate officers and employees.
The commission shall elect a chairperson from among the appointed members for a term of one year, and subject to other provisions of law may elect such other officers as it may determine. The commission shall hold at least one regular meeting each month and shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions, findings and determinations, which record shall be a public record. The city council shall appoint such other officers and employees and contract for such services as it may deem necessary for the accomplishment of the commission’s work, subject to all provisions of law and provided that all expenditures of the commission, exclusive of gifts, shall be within the amounts appropriated for the purpose by the city council. 2.60.040 Adoption of general city plan.
It shall be the function and duty of the planning commission to make and adopt, subject to the provisions of law, a comprehensive, long-term general plan for the physical development of the city, and of any land outside the boundaries thereof, which, in the commission’s judgment, there is relation to the planning of the city. 2.60.050 Powers and duties generally.
The planning commission shall have such other powers and duties as are prescribed by law and shall be governed by the procedures provided by law. (Prior code § 2.12)
