8.20.010 Throwing waste on streets and private property.

No person shall sweep, scatter or deposit any dirt, trash, paper, garbage, refuse, or waste over or upon any public street, sidewalk, park, or public place within the city except in containers provided for such purposes by the city. No person shall throw or distribute circulars, handbills or other advertising matter into or upon any private property within the city save that he or she may hand the same to persons who will accept and take them, or deposit them in or upon private property in such a manner that they will not be blown therefrom into the public streets. No person shall expose papers, handbills or other advertising matter for distribution at any place within the city in such a manner that the same is apt to be scattered or distributed over the streets or sidewalks thereof.
