ARTICLE 1. GENERAL PROVISIONS
3-01-1000 ALTERATION OF SPEED LIMITS: DECREASE:
It is hereby determined upon the basis of engineering and traffic surveys that the speed permitted by State law, outside of business and residence districts, as applicable upon the highways designated in this Chapter, is greater than is reasonable and safe under the conditions found to exist upon such highways; and it is hereby declared that the prima facie speed limit shall be as specified in this Chapter on those highways or portions of highways designated, when signs have been erected giving notice thereof.

Any person violating any of the provisions of this Chapter shall be guilty of a public offense and shall be punishable as provided in Divisions 17 (commencing with section 40000.1) and 18 (commencing with section 42000) of the Vehicle Code of the State of California.
