CHAPTER 3. STANDING, STOPPING AND PARKING

ARTICLE 1. GENERAL PARKING RESTRICTIONS

3-03-1000 USE OF STREETS FOR STORAGE OF VEHICLES PROHIBITED:

No person who owns or has possession, custody or control of any vehicle shall park or leave such a vehicle standing on a public street or highway for seventy two (72) or more consecutive hours. In the event that a vehicle is parked or left standing upon a public street or highway for seventy two (72) or more consecutive hours, it may be removed by any officer or employee mentioned in Section 22651 of the Vehicle Code of the State of California.

3-03-1005 STANDING OR PARKING PROHIBITED NEAR AIRPORTS OR LANDING FIELDS:

It shall be unlawful for any person to park or leave standing a vehicle or trailer, at any time, along a public highway in the County adjacent to any airport, landing field or other property which is used for, or designated as a place for, the taking off or landing of airplanes. Said restrictions on parking and standing shall become effective when appropriate signs have been erected giving notice of said restrictions, pursuant to resolution of the Board of Supervisors.

3-03-1010 STANDING OR PARKING PROHIBITED ON CERTAIN HIGHWAYS:

Pursuant to Section 22507 of the Vehicle Code of the State of California, the Board of Supervisors shall, from time to time, adopt resolutions imposing parking restrictions on certain County highways, which restrictions shall be indicated by the use of signs and/or paint upon curbs. Such parking restrictions shall take effect when the County Road Commissioner has caused the signs to be placed and/or the curbs to be painted in accordance with such resolution. It shall be unlawful for any person to park or leave standing any vehicle contrary to the provisions of this article or resolutions hereafter adopted.

3-03-1015 STANDING OR PARKING OF COMMERCIAL VEHICLES OF 10,000 POUNDS OR MORE PROHIBITED ON CERTAIN HIGHWAYS:

Except as provided in Section 3-03-1020, it shall be unlawful for any person to stop, park or leave standing any commercial vehicle as defined in California Vehicle Code section 260 having a manufacturer’s gross vehicle weight rating of 10,000 pounds or more whether attended or unattended, at any time, when signs have been erected giving notice thereof on or within those public streets or rights of way which are more particularly described as:

(a)    On both sides of Laurel Road (Road 223) between Tulare Avenue (Avenue 232) and Sierra View Avenue (Avenue 234).

(b)    On both sides of Bradham Drive (Drive 71) from Goshen Avenue (Avenue 304) south to the end of Bradham Drive.

(c)    On both sides of Lafayette Avenue (Road 222D) between Tulare Avenue (Avenue 232) and Sierra View Avenue (Avenue 234).

(d)    On both sides of Sycamore Avenue (LR 222) between Tulare Avenue (Avenue 232) and Sierra View Avenue (Avenue 234).

(e)    On both sides of Page Avenue (LR 223) between Tulare Avenue (Avenue 232) and Sierra View Avenue (Avenue 234).

3-03-1020 SAME: EXCEPTIONS:

The prohibition of section 3-03-1015 shall not apply to or be effective with respect to the following:

(a)    Any commercial vehicle making pickups or deliveries of goods, wares or merchandise from or to any building or structure located on any restricted highways in residential districts as defined in California Vehicle Code section 515.

(b)    Any commercial vehicle delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon a restricted highway for which a building permit has previously been obtained.

(c)    Any commercial vehicle stopping or standing on a restricted highway where necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or an official traffic control device.

(d)    Any privately or publicly owned, service vehicle operated by, for, or under contract with a utility or public utility, while used in the construction, operation, removal or repair of utility or public utility property or facilities which are upon, in, over, under, or adjacent to a restricted highway, when such vehicle is stopped, standing, or parked at the site of such work. All such vehicles must display warning devices at all times.

(e)    Any privately, municipally, or publicly owned vehicle engaged in work authorized by County permit or County contract on a restricted highway. All such vehicles must display warning devices at all times.

ARTICLE 3. TEMPORARY RESTRICTIONS

3-03-1070 RESTRICTIONS ON OPERATING, STANDING OR PARKING OF VEHICLES:

The Road Commissioner may restrict the use of, or close, any county highway, including streets and alleys, whenever he considers such closing or restriction necessary:

(a)    For the protection of the public.

(b)    For the protection of such county highway from damage during storms.

(c)    During construction, improvement or maintenance operations thereon.

When exercising the authority conferred by this section the Road Commissioner shall cause signs to be erected or posted or both, with or without the erection of barriers, indicating that the operating, parking or standing of vehicles on such highways is prohibited. The Road Commissioner’s authority under subparagraph (a) of this section does not extend to the closure of any highway pursuant to Streets and Highways Code section 21101.4 in response to serious and continual criminal activity.

3-03-1075 SAME: VIOLATIONS:

When the signs authorized by section 3-03-1070 have been in place giving notice thereof, it shall be unlawful for any person to operate, park or leave standing any vehicle contrary to the directions and provisions of such signs.

ARTICLE 5. PARKING RESTRICTIONS FOR LIMITED PERIODS

3-03-1125 PARKING RESTRICTIONS: LIMITED TIME PERIODS:

It shall be unlawful for any person to stop, park or leave standing any vehicle whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device, on the following County highways during the periods of time specified:

(a)    Olive Drive from a point 1,200 feet north of Roby Avenue (Avenue 150) to a point 2,100 feet north of Roby Avenue, said restriction to be in effect during the hours between 6:00 p.m. and 11:45 p.m. on Saturday of each week.

(b)    On the west side of Encina Street from a point 550 feet north of the north curb line of Beech Street to a point 810 feet north of the north curb line of Beech Street, said restriction to be in effect during the hours between 7:00 a.m. and 3:00 p.m. on those days school is in session at the Mountain View School.

(c)    On the north side of Avenue 417 beginning at a point 170 feet west of the west curb line of State Route 63 and extending west for a distance of 310 feet, and then south along the west side of Claude Road for a distance of 70 feet. Said restriction shall be in effect during the hours between 8:00 a.m. and 3:00 p.m. on those days school is in session at Orosi High School.

ARTICLE 7. ANGLE PARKING

3-03-1175 ANGLE PARKING PERMITTED:

Pursuant to section 22503 of the Vehicle Code of the State of California, angle parking of vehicles shall be lawful upon the following described portions of the highways of the County, when signs have been erected giving notice thereof:

(a)    On the south side of Avenue 308 from a point 700 feet east of Road 64 to a point 870 feet east of Road 64.

(b)    On the west side of Road 164 from the intersection of Avenue 288 to a point 230 feet north of Avenue 288.

(c)    On the east and west sides of Road 80 from the intersection of Avenue 428 to a point 250 feet north of Avenue 428.

(d)    On the east side of Road 56 from the intersection of Avenue 400 (State Highway 201) to a point 130 feet north of Avenue 400.

(e)    On the north side of Merritt Drive (D 36) from the intersection of Burke Street (D 41) to a point 120 feet west of Burke Street.

(f)    On the west side of Drive 39 from a point 1800 feet south of Merritt Drive (D 36) to a point 2100 feet south of Merritt Drive.

(g)    On the east side of Burnett Road (D 115) from the intersection of Jayne Avenue (D 115) to the intersection of Klindera Avenue (D 113).

3-03-1180 SAME: ADDITIONAL HIGHWAYS:

Angle parking of vehicles shall also be lawful upon the following described portions of the highways of the County, when signs have been erected giving notice thereof:

(a)    On the south side of Klindera Avenue (D 113) from the intersection of Burnett Road (D 115) to a point 200 feet east of the intersection of Burnett Road.

(b)    On the west side of Graham Road (D 103) from a point 120 feet north of Klindera Avenue (D 113) to a point 100 feet south of Woods Avenue (D 112).

(c)    On the south side of Washington Avenue (Avenue 52) from the intersection of Church Street (Road 136) to the intersection of Elm Road (Road 137).

(d)    On the east side of Church Street (Road 136) from the intersection of School Avenue (Avenue 50) to the intersection of Washington Avenue (Avenue 52).

(e)    On the south side of Sutter Avenue (D 133) from a point 200 feet east of the State Drive (D 136) to a point 500 feet east of State Drive.

(f)    On the west side of Front Road (D 135) from a point 150 feet north of Wilson Avenue (D 139) to the intersection of Clay Avenue (D 134).

(g)    On the west side of Wilbur Road (Road 139) from the intersection of Center Avenue (Avenue 54) to a point 400 feet south of Church Avenue (Avenue 53).

3-03-1185 SAME: ADDITIONAL HIGHWAYS:

Angle parking of vehicles shall also be lawful upon the following described portions of the highways of the County, when signs have been erected giving notice thereof:

(a)    On the north side of Avenue 332 from the intersection of Road 160 to a point 660 feet east of Road 160.

(b)    On the east side of Tule Road (Road 39) from the intersection of Center Avenue (Avenue 54) to a point 380 feet north of Center Avenue.

(c)    On the west side of Tule Road (Road 38) from the intersection of Center Avenue (Avenue 54) to a point 300 feet north of Center Avenue.

(d)    On the south side of First Drive (D 129) from the intersection of Road 128 (State Highway 63) to a point 100 feet west of Orosi Drive (D 127).

(e)    On the north side of First Drive (D 129) from a point 120 feet west of Road 128 (State Highway 63) to the intersection of Orosi Drive (D 127).

(f)    On the north side of Ella Avenue (Avenue 415) from the intersection of Road 128 (State Highway 63) to a point 110 feet east of Road 128.

(g)    On the north side of Avenue 332 from the intersection of Road 160 to a point 660 feet east of Road 160.

ARTICLE 9. VIOLATIONS

3-03-1235 VIOLATIONS:

Any person violating any of the provisions of this Chapter shall be guilty of a public offense and shall be punishable as provided in Divisions 17 (commencing with section 40000.1) and 18 (commencing with section 42000) of the Vehicle Code of the State of California.
