8.12.010 Unlawful deposits.

It shall be unlawful for any person to cast, throw, place, sweep or deposit anywhere within the City any refuse in such a manner that it may be carried or deposited by the elements upon any street, sidewalk, alley, sewer, parkway, or other public or private place; nor shall any person place or deposit his refuse in the container of another in a manner so it will be collected as though it had been generated by that other.

8.12.020 Securing of vehicle contents to prevent spillage.

No vehicle shall be driven or moved on any highway unless such vehicle is so constructed or loaded or the load thereof securely covered so as to prevent any of its load from dropping, sifting, leaking, blowing or otherwise escaping therefrom; except that sand may be dropped for the purpose of securing traction, or water or other substances may be sprinkled on a roadway in cleaning or maintaining such roadway.
