2-12 Planning Commission

A.    

The Ouray Planning Commission shall consist of five (5) members, who shall be appointed by City Council for two-year staggered terms, two of which shall commence at the first Planning Commission meeting in March of the even numbered years, and three of which shall commence at the first Planning Commission meeting in March of the odd numbered years. City Council should announce its proposed appointments at the organizational meeting of City Council in January of the even years, and at the first regular meeting in January of the odd numbered years, that should be acted upon by City Council by the second regular City Council meeting in February. Any vacancies shall be filled through appointment by City Council for the remaining term. All members should be qualified electors of the City. The Mayor and members of City Council are eligible for such appointments. The Mayor, with the approval of City Council, shall appoint a City Council member to serve as a non-voting liaison to the Planning Commission, each year at the same time as the other appointments are made. All members shall serve until their successors are appointed and qualified.

B.    

Members may be removed by the Council for malfeasance, any act in violation of C.R.S. §24-18-101 et seq., or for substantial failure to attend scheduled meetings.

C.    Powers and Duties

1.    The Planning Commission shall have the following powers and duties:

a.    To discharge duties specified for a planning commission or a zoning commission in the Charter, any ordinances or state law.

b.    To make recommendations to City Council upon referral or otherwise, concerning matters related to planning, zoning, and land use regulations.
