8.25.010 Purpose.

It is the purpose of this chapter to set forth procedures to assure adequate provisions for protection of health and safety through regulation of construction of new public sewers or sewer main extensions. [Ord. 3-23-71 § 5-1]

8.25.020 Definitions.

As used in this chapter, the following words shall have the following respective meanings:

A. “Person” means any individual, firm, partnership, corporation or business association. The singular shall include the plural.

B. “District” means the West County Wastewater District and “board” means the sanitary board of said district.

C. “Engineer” means the engineer of the West County Wastewater District.

D. “Tentative map” shall mean a preliminary map or plan showing the design of a proposed subdivision together with the proposed improvements and additions to the public sewer system required for services.

E. “Improvement plan” shall mean the drawings for actual construction of proposed sewers and the term shall include written specifications, soils tests and field survey notes.

F. “Final map” shall mean a map prepared in sufficient detail and accuracy as final maps to be placed on record in the county of Contra Costa.

G. “Owner” shall mean any person having sufficient propriety interest in land to make application for a permit to connect to the sewerage system of the district.

H. “Subdivider” shall mean any person commencing proceedings under this chapter for connection of any subdivision to the sewerage system of the district.

I. “Subdivision” shall mean any piece or parcel of land proposed to be divided under the provisions of the Subdivision Map Act of the State of California. [Ord. 3-23-71 § 5-2]

8.25.030 Number of copies.

Three copies of the tentative map and owner's statement concerning each proposed subdivision of land to be connected to the sewerage system of the district, in whole or in part, shall be filed with the engineer of the district at least 30 days prior to the regular meeting of the sanitary board of said district at which consideration is desired. 8.25.040 Engineer's duties.

Upon receipt of such tentative map and owner's statement, the engineer shall examine the same and ascertain if they conform to the requirements of this chapter, and any other chapter or law pertaining thereto; within 30 days after receipt thereof, the engineer shall make written report of his findings to the board in sufficient detail to enable said board to either approve or disapprove the tentative map. 8.25.050 Tentative map.

Every tentative map shall be clearly and legibly reproduced and shall contain the following information with particular reference to existing and proposed sewers and sewerage installations:

A. Tract name or number, date, north point, scale and sufficient description to define the location and limits of the proposed improvements.

B. Names of record owner, subdivider, engineer or surveyor.

C. Sufficient elevations or contours to determine the general slope of the land and the high and low points thereof.

D. Locations, names, widths, and approximate grades of all roads, streets, highways, and ways or pedestrian paths proposed to be laid out in the proposed subdivision, and whether the same or any of these, designating which, are to be offered for dedication.

E. Existing location, names and width of all adjoining and contiguous highways, streets and ways.

F. Approximate widths, location and purpose of all existing or proposed easements and indication of the purpose of such easement or easements.

G. Approximate lot layout, approximate dimensions of each lot, and lot numbers.

H. Area, in acres and portions of an acre of the parcel or parcels to be subdivided.

I. Approximate location of all areas subject to landslide, inundation, or storm water overflow, and the location, width and direction of flow of all water courses, including flood and storm waters.

J. Approximate location, type, size, and grade of all existing and proposed sewers and sewerage installations. [Ord. 3-23-71 § 5-5]

8.25.060 Owner's statement.

The owner's statement shall contain the following information:

A. Tract name and number.

B. Name and address of record owner or owners.

C. Name and address of the subdivider.

D. Name, business address and number of the registered engineer or licensed surveyor.

E. Existing use or uses of the property.

F. Proposed use of the property. If the property is proposed to be used for more that one purpose, the area, lot or lots, proposed for each type of use shall be shown on the tentative map.

G. Provisions for sewers, sewerage and sewage disposal.

H. The ultimate number of family units or structures, which shall or may occupy the property.

I. A schedule of all waters and wastes produced and discharged at said property including a description of the character of each waste, the daily volume and maximum rates of discharge and representative analysis of wastes anticipated. [Ord. 3-23-71 § 5-6]

8.25.070 Action by board.

The board shall determine whether provisions for public sewers, including off-tract improvements, are adequate and in conformance with this chapter, district policy and accepted engineering practices, and may approve, conditionally approve or disapprove the same, and shall report such action directly to the subdivider and owner, together with a copy of the tentative map with a memorandum setting forth the action of the board thereon. 8.25.080 Improvement plan.

At the completion of construction and before acceptance of the work, the owner shall submit to the engineer stamped and signed copies on Mylar showing all as-built changes to the improvement plans. The owner shall also submit the as-built drawings in electronic form in the format approved and utilized by the district for the district's use. [Ord. 6-15-04 § 3; Ord. 3-23-71 § 5-8]

8.25.090 Cut sheets.

In addition to the construction drawings and one week prior to construction, the owner shall submit to the engineer cut sheets which shall contain the location of the offset line, stationing, elevations of said stations and sewer flow line, cuts to the flow line of all manholes, lampholes, rodding inlets, wyes, side sewers and other appurtenances. The aforementioned cut sheets are to be submitted in triplicate. [Ord. 3-23-71 § 5-9]

8.25.100 Final map.

The subdivider shall file with the district one copy of the final map of the subdivision after said map has been filed in the office of the county recorder. [Ord. 3-23-71 § 5-10]
