LIBRARY1Sec. 20-1. Established.
There is hereby established in the city a public library and reading room. (Code 1960, § 2-8; Ord. No. 3021, § 1, 4-26-71)
Sec. 20-2. General powers, terms of library board of trustees.
There shall be five (5) members of the library board of trustees. In addition thereto the mayor shall appoint, subject to the confirmation of the city council, a city councilmember to serve as council liaison to the library board of trustees. Terms of all trustees shall commence on May 1st of the year appointed and shall be for five (5) years. Appointment shall be as provided in Idaho Code, Section 33-2603. The board of trustees of said library and reading room shall have all the powers set forth in Idaho Code, Sections 33-2602 to 33-2607, as currently constituted or as may be hereafter amended, and may utilize existing library buildings, facilities, books and equipment of the city. Title to all such buildings, facilities, books and equipment, and such as may hereafter be acquired, shall remain in the city. (Code 1960, § 2-9; Ord. No. 3021, § 2, 4-26-71; Ord. Sec. 20-3. Employees, administrator; employment, appointment policies.
The employees of said library and reading room shall be employees of the city, and, with the exception of the library administrator, shall be subject to all the personnel policies of the city. The library administrator shall be appointed by, and shall be subject to the direction and control of, the board of trustees of the library, under such policies as the board may prescribe. Sec. 20-4. Library trust fund.
(a) There is hereby created a library trust fund. Said fund shall be a special account within the library fund of the city and shall be maintained separately from all other monies within the library fund. Unused fund balances shall, in the discretion of the finance director, be invested in cash management investment pools or the State Treasurer’s investment pool.
(b) Expenditures of either principal or interest from the library trust fund shall be made by city finance director only upon the approval of the library board of trustees by motion duly approved as evidenced by the official minutes of a library board of trustees meeting.
(c) Expenditures of either principal or interest shall only be allowed for the following purposes:
(1) Construction of new library facilities for the city of Lewiston.
(2) Acquisition of books, supplies, furniture or equipment for libraries within the city of Lewiston library system.
(3) Maintenance of library facilities of the city of Lewiston.
Expenditures for any other purpose shall not be allowed.
(d) The library trust fund shall be comprised of appropriations from the city of Lewiston as authorized by the city council and contributions from any other source designated, in writing, for the library trust fund. (Ord. No. 4062, § 1, 3-22-93)
