MULTIPLE-FAMILY RESIDENTIAL (R4) DISTRICT

18.52.010 District intent.

The R4 (multiple-family residential) district is intended to be used as follows:

(A) Use Type and Intensity.

(1) Single-family attached homes in the form of duplexes and triplexes.

(2) Small to medium sized lots.

(3) One primary structure per lot.

(B) Application of District.

(1) Existing and new development.

(2) Spot zoning or small pockets of development (a couple of contiguous lots).

(3) Use very sparingly for the conversion of single-family dwellings.

(C) Development Standards.

(1) Recognize that multiple-family developments require stringent standards to protect the quality of life for tenants and surrounding land uses.

(D) Appropriate adjacent districts: PR, AG, R1, R2, R3, R4, R5, TR, LR, MH, UV, IS, NC, DC, and C1.

(E) Plan Commission.

(1) Should use this district for existing developments and carefully for new development within the City of Angola.

(F) Board of Zoning Appeals.

18.52.020 Permitted uses.

The following uses are considered permitted in the multiple-family residential (R4) district:

(A) Dwelling, four-family (quadplex).

(B) Dwelling, three-family (triplex).

(C) Dwelling, two-family (duplex).

(D) Home business, type 1.

(E) Home business, type 2.

18.52.030 Special exception uses.

The following uses are considered a special exception in the multiple-family residential (R4) district:

(A) Assisted living facility.

(B) Child care home.

(C) Dwelling, multiple-family (five to eight units).

(D) Dwelling, multiple-family (nine plus units).

(E) Dwelling, single-family detached.

(F) Fair housing facility (large).

(G) Police, fire or rescue station.

18.52.040 Development standards.

(A) Minimum lot area: 12,500 square feet.

(B) Minimum lot width: 60 feet.

(C) Sanitary sewer utility: required.

(D) Water utility: required.

(E) Minimum front yard setback: 30 feet for primary and accessory structures.

(F) Minimum side yard setback: 15 feet for primary and accessory structures.

(G) Minimum rear yard setback: 20 feet for primary structures; 15 feet for accessory structures.

(H) Maximum lot coverage: 50 percent of lot area.

(I) Minimum main floor area: not applicable.

(J) Minimum dwelling unit size: 1,000 square feet per unit.

(K) Maximum primary structures: one.

(L) Maximum density: five dwelling units per acre in a multiple lot development.
