18.84.010 District intent.

The DC (downtown commercial) district is intended to be used as follows:

(A) Use Type and Intensity.

(1) Traditional downtown uses including low to moderate intensity commercial, retail, service, eating, and entertainment establishments.

(2) Mixed uses that promote a strong pedestrian-oriented downtown.

(3) No dwelling units on ground floors.

(B) Application of District.

(1) Existing downtown area.

(2) Downtown-like buildings in the city’s planning jurisdiction.

(C) Development Standards.

(1) Assure that future development and modifications will reflect the existing character of downtown.

(2) Reduce parking requirements due to the nature of downtown lots and downtown dynamics.

(3) Minimize light, noise, water, and air pollution.

(D) Appropriate adjacent districts: PR, R2, R3, R4, R5, TR, UV, IS, NC, DC, C1, and I1.

(E) Plan Commission.

(1) Allow and promote vehicular traffic generation.

(F) Board of Zoning Appeals.

(1) Drive-up windows should clearly not conflict with pedestrian traffic.

18.84.020 Permitted uses.

The following uses are considered permitted in the downtown commercial (DC) district:

(A) Bank machine or ATM walk-up.

(B) Bank without drive-up window.

(C) Bar or tavern.

(D) Barber or beauty shop.

(E) Club or lodge.

(F) Coffee shop.

(G) Dance or night club.

(H) Delicatessen.

(I) Dwelling unit (upper floors).

(J) Event center.

(K) Farmers’ market.

(L) Health spa or day spa.

(M) Home business, type 1.

(N) Home business, type 2.

(O) Home business, type 3.

(P) Ice cream shop.

(Q) Library.

(R) Movie theater.

(S) Museum.

(T) Office, general.

(U) Parking structure.

(V) Permanent outdoor display areas.

(W) Photographic studio.

(X) Places of worship.

(Y) Restaurant.

(Z) Retail sales, low intensity.

(AA) Retail sales, medium intensity.

(BB) Studio arts.

(CC) Tattoo or piercing parlor.

(DD) Trade or business school.

18.84.030 Special exception uses.

The following uses are considered a special exceptions in the downtown commercial (DC) district:

(A) Automobile sales.

(B) Bank machine or ATM drive-up.

(C) Bank with drive-up window.

(D) Billiard or arcade room.

(E) Bowling alley.

(F) Fitness center or health club.

(G) Funeral home or mortuary.

(H) Park, private.

(I) Parking lot, independent.

18.84.040 Development standards.

(A) Minimum lot area: 1,000 square feet.

(B) Minimum lot width: no minimum.

(C) Sanitary sewer utility: required.

(D) Water utility: required.

(E) Minimum front yard setback: zero feet.

(F) Minimum side yard setback: zero feet.

(G) Minimum rear yard setback: zero feet.

(H) Maximum lot coverage: 100 percent of lot area.

(I) Minimum main floor area: 1,000 square feet.

(J) Minimum dwelling unit size: 800 square feet.

(K) Maximum primary structures: one.

(L) Maximum density: four dwelling units per acre in a multiple unit development.
