95.01 ESTABLISHMENT.
There is hereby established in the city a free public library to be hereafter known as the Esther Bone Memorial Library. The library is hereby declared to be a proper and legitimate object of expenditure and operation of the city and is intended to qualify as a proper and legitimate object of expenditure by the county.

95.02 TITLE TO PROPERTY.
The city shall hold title to all real and personal property, and any and all assets which have been acquired by the Rio Rancho Community Library Association, Inc.

95.03 LIBRARY FUND.
There is hereby created within the municipal budget a library fund supported by the city.

95.04 RESTRICTED LIBRARY FUND.
There is hereby created a restricted library fund, which shall be deposited in a separate, interest-bearing account, for funds acquired from sources other than budgeted municipal revenues. This fund is to be budgeted upon the advice of the Library Board and approval of the governing body.

95.05 BUDGET.
The library budget, when approved by the governing body, shall be binding upon the Head Librarian and no expense may be made except in conformance with the approved budget; provided, however, that any necessary budget changes may be submitted to the governing body from time to time for approval.
