A. This chapter shall be known and may be cited as the Vehicle for Hire Code of the City of Ashland.

B. The permits and regulations created by this chapter are intended to establish a means to protect public health, safety, and welfare and allow fair competition. Nothing contained in this chapter is intended or shall be construed to create any liability on the part of the City, its officers, or its employees for any injury or damage related to any provision of this chapter, or by reason or in consequence of any act or omission in connection with the implementation or enforcement of this chapter on the part of the City, its officers, or its employees.
