The decision of the City Manager to issue, conditionally issue, or not issue a permit is final unless appealed within ten (10) working days of the decision pursuant to AMC Chapter 2.30, except that the Hearings Officer shall be someone other than the City Manager or a City employee supervised by the City Manager.
