The standards and criteria of this chapter were created to implement the Secretary of the Interior’s standards for the treatment of historic properties. The standards are contained in BC 10.20.140. The purpose of this chapter is to implement the Bend Area General Plan’s policies regarding the preservation and designation of historic resources that have special historic and prehistoric association or significance as a part of the heritage of the citizens of the City and for the education, enjoyment and pride of the citizens, as well as the beautification of the City and enhancement of the value of such property. The Bend Area General Plan includes the City’s official list of historic and cultural resources and sets policy for the protection and designation of these locally recognized historic resources, which are protected by the standards contained within this chapter. This chapter also protects properties registered with the National Register of Historic Places. The Landmarks Commission appointed by the Mayor consistent with the provisions of the Bend Code is responsible for carrying out the provisions of this code and is an advisory body to the City Council on decisions that could affect historic resources.
