2.60.010 Records management program.

The City shall have a records management program and does hereby elect to follow guidelines as prescribed by the Oregon State Archivist. [Ord. 728, 2010.]

2.60.020 Records officer designated – Duties.

Among the conditions set forth in ORS 192.105, each State agency and political subdivision shall designate a records officer to coordinate its records management program and to serve as liaison with the Oregon State Archivist. The City Recorder is hereby designated as the records officer for the City of Brownsville. The records officer shall have the duty:

A. To create, maintain, monitor and update the City-wide records retention schedule through coordination with the Oregon State Archivist;

B. To adopt applicable sections of the State’s City Records Retention Schedule providing for proper records handling, retention and storage for the City;

C. To assist in establishing storage facilities;

D. To keep updated on records law and procedures in order to implement required procedures and/or educate staff regarding records retention;

E. To report to the Oregon State Archivist regarding the records management program as required; and

F. To recommend the adoption of future legislation regarding records management, policies and public use of City records. Council shall set by resolution procedures for records requests, inspection and copying of records requiring fees for such services as necessary. [Ord. 728, 2010.]

2.60.030 Adoption of records management manual.

The City officially adopts the applicable sections of the State’s City Records Retention Schedule as the official City records management manual and will continue participation in the records management program as defined by the Oregon State Archivist. [Ord. 728, 2010.]

2.60.040 Adoption of records retention schedule.

Records shall be stored and maintained as defined by the Oregon State Archivist. [Ord. 728, 2010.]

2.60.050 Public records requests.

All City records, except for those exempted by law, are available for inspection and copying by the public. The City may require that records access and use occur during certain business hours, at specified locations, and may charge fees to recover the cost of retrieval and copying requested records. Written requests may be required. Council shall set fees and policy by resolution as needed. [Ord. 781, 2019.]
