9.20.010 Animals on sidewalks.

No person shall lead, ride, tie or fasten any goat, horse, cow, sheep, swine or similar animal in such a manner as to permit it to remain on or go along any sidewalk area or public pathway. (Ord. 2410 §104, 1981)

9.20.020 Begging.

Repealed by Ord. 3096.  (Ord. 2410 §119, 1981)

9.20.030 Conduct on drive-in premises.

No person on the premises of a drive-in restaurant, bank, theater, business, public parking facility, or other public or private property where parking or drive-in facilities are offered and extended to the public for use shall needlessly do any of the following:

A.  Race the motor of a motor vehicle;

B.  Bring to a sudden start or stop a motor vehicle;

C.  Impede the orderly movement of vehicles or pedestrian traffic on such premises;

D.  Blow a horn, or make or cause to be made any loud, boisterous, rude, indecent, unseemly or unnecessary noise;

E.  Speak rude, indecent, vulgar or profane words toward another person;

F.  Deface or damage the property of another;

G.  Commit any other act constituting nuisance or disturbance on the premises whereby the quiet and good order of the premises or the neighborhood is disturbed. (Ord. 2410 §12, 1981)

9.20.040 Disorderly conduct.

No person shall, with intent to cause public inconvenience, annoyance or alarm, or by recklessly creating a risk thereof:

A.  Engage in fighting or in violent, tumultuous or threatening behavior;

B.  Disturb any lawful assembly of persons without lawful authority;

C.  Obstruct vehicular or pedestrian traffic in or on a public way or public place;

D.  Congregate with other persons in a public place and refuse to comply with a lawful order of the police to disperse;

E.  Initiate or circulate a report, knowing it to be false, concerning an alleged or impending fire, explosion, crime, catastrophe or other emergency;

F.  Create a hazardous or physically offensive condition by any act which he is not licensed or privileged to do. (Ord. 2410 §5, 1981)

9.20.050 Loitering.

No person shall loiter in or about a public place frequented by children, including swimming pools, school bus stops, playgrounds and parks and public premises adjacent thereto, for the purpose of annoying, bothering or molesting children. (Ord. 2410 §8, 1981)

9.20.060 Obstructing passageways and building entrances.

A. No person shall, except as otherwise permitted by ordinance, obstruct, cause to be obstructed, or assist in obstructing pedestrian or vehicular traffic on any street, alley or other public way, parking strip, sidewalk or curb by the deposit or storage thereon of any personal property.

B.  The provisions of this section shall not apply to the delivery of merchandise or equipment; provided, that no person shall permit such merchandise or equipment to remain on a street or sidewalk beyond a reasonable time.

C.  No person shall, from sunset to sunrise, permit any merchandise, equipment or other obstruction to remain on a street or sidewalk, unless a warning light or lights are placed by such obstruction in such a position as to be clearly visible for a distance of at least two hundred feet, both ways; provided, however, that such obstruction will be allowed only upon express authorization obtained from the chief of police, when such obstruction will not unduly hinder or impede traffic.

D.  No person shall use any street or sidewalk, or any portion thereof, for selling, storing or displaying merchandise or equipment except as may otherwise be provided by ordinance.  The provisions of this subsection shall not apply from sunrise to sunset for merchandise or related equipment on sidewalks as long as there is a portion of the sidewalk measuring at least five feet in width that is unobstructed.

E.  No person shall obstruct an entrance to a building or loiter unnecessarily about or near an entrance, stairway or hall leading to a building. (Ord. 2834 §2, 1999; Ord. 2410 §101, 1981)

9.20.070 Open cellar doors or grates.

No owner or person in charge of property shall permit a cellar door or grate located in or upon a sidewalk or public pathway to remain open, except when the entrance is being used and, when being used, there are adequate safeguards for pedestrians using the sidewalk. (Ord. 2410 §102, 1981)

9.20.080 Unnecessary noise.
