2.05.010 Time of meetings.

The city council shall meet in regular meeting for the transaction of business on the second Monday of each month at 7:00 p.m. If a regularly scheduled meeting falls on a holiday as defined by ORS chapter 187, the council may set a different day and time for that meeting.

City council work sessions shall fall on the fourth Monday of each month at 6:00 p.m. as required by the city council. [Ord. 529, 2019; amended during 2016 codification; Ord. 327 § 2, 1991; Ord. 267 § 1, 1982].

2.05.020 Place of meetings.

The place of meeting shall be fixed by motion or resolution of the council and may be changed when necessary to secure suitable quarters; but no meeting shall be held at any place unless such place has been fixed by motion or resolution at a prior meeting, except by consent of all members of the council and the mayor and due notice thereof having been given to the public. 2.05.030 Order of business.

A. The order of business at the meeting of the council shall be as follows:

1. Calling meeting to order by mayor or council president.

2. Pledge of allegiance.

3. Public forum.

4. Mayor’s report.

a. Modifications to the order of business.

5. Correspondence.

6. Consent calendar.

7. Administrative reports.

8. Council action items and public hearings.

9. Upcoming meetings and events.

10. Adjournment.

Note: if required, an executive session can be placed on the city council agenda.

B. The order of business at the work session of the council shall be as follows:

1. Calling meeting to order by mayor or council president.

2. Pledge of allegiance.

3. Mayor’s report.

4. Committee, boards and commission reports.

5. Council training reports.

6. Presentations.

7. Discussion items.

8. Adjournment.

Discussion items on the agenda are intended for thorough examination which will provide sufficient time for public input. The mayor shall recognize members of the public who will be asked to speak on the subject under discussion. [Ord. 529, 2019; Ord. 267 § 3, 1982].

2.05.040 Ordinances.

No legislation shall be done except by ordinance. All ordinances shall be presented in writing and may be read at any regular or special meeting. The minutes kept by the recorder shall show when an ordinance was presented, when it was read, and when it was put on its final passage. No ordinance shall be numbered until presented on its final passage and shall then be given the number following that of the last preceding ordinance. [Ord. 267 § 4, 1982].

2.05.050 Council committees.

A. At the first regular meeting of January of each year, the mayor shall appoint members to council committees from the members of the council. There shall be three members on each committee. The mayor shall designate the chairperson of each committee. The mayor, with consent of the council, may issue such charges and duties as appropriate.

B. The mayor with consent of the council may establish by resolution ad hoc or standing committees to perform specified investigatory or advisory functions. Any authority granted to such committees shall be clearly delegated in the resolution creating the committee.

C. Council committees serve only in an advisory capacity to the city council and shall be on an as needed basis as directed by the city council. After city council direction is given, meetings may be called by the city manager, the mayor or the committee chair. A secretary shall be appointed by a majority vote of the committee at its first meeting after committee appointments are made. A majority of the members of a committee shall constitute a quorum to conduct business.

D. The mayor with the consent of the council may remove a member from any city committee prior to the expiration of their term of office. Reasons for removal may include, but are not limited to: missing three consecutive regular meetings of the committee, disruptive or inappropriate behavior prior to, during, or after committee meetings which prohibit the advisory body from completing its business in a timely manner or not acting in the best interest of the citizens or city.

E. Members of the council shall not attempt to lobby or influence committee members on any items under their consideration. It is important for city advisory bodies to make objective recommendations to the council on items before them. Councilors that attempt to influence committee members on an item may prejudice or hinder their role in reviewing the recommendation as a member of the council.

F. All meetings of any council committee shall be subject to and comply with the Oregon Public Meetings Law, ORS 192.610 through 192.710. [Ord. 519 § 3, 2018; Ord. 491 §§ 1 – 6, 2015].
