18.32.005 Regulations designated.

In an RSC zone, the following regulations shall apply. (Ord. 280 § 7 (Exh. G), 2015; Ord. 18 § 3.050, 2003)

18.32.010 Uses permitted outright.

In an RSC zone, the following uses and their accessory uses are permitted outright:

(1) Farming, excluding livestock feed or sales yard, hog farms and mink farms and subject to the restrictions on animals in CCC 18.32.030.

(2) Nonfarm single-family residence, including a manufactured dwelling subject to the requirements set forth in CCC 18.132.010.

(3) Retail store, office or service establishment.

(4) Automobile service station.

(5) Agriculturally oriented commercial use.

(6) Park, playground or community building.

(7) Church, school, or cemetery.

(8) Utility facility.

(9) Television or radio station, transmitter or tower.

(10) Partitioning.

(11) Residential homes.

(12) Noncommercial wind energy systems and meteorological towers that meet the requirements of CCC 18.162.010.

(13) Noncommercial photovoltaic energy systems that meet the requirements of CCC 18.162.020. (Ord. 280 § 7 (Exh. G), 2015; Ord. 245 § 1, 2011; Ord. 229 § 1 (Exh. A), 2010; Ord. 18 § 3.050(1), 2003)

18.32.020 Conditional uses permitted.

In an RSC zone, the following uses and their accessory uses are permitted when authorized in accordance with the requirements set forth in Chapter 18.160 CCC.

(1) Commercial residential use.

(2) Multifamily dwelling.

(3) Tourist or traveler’s accommodations.

(4) Mobile home park or trailer park.

(5) Manufacturing or warehousing.

(6) Kennel or animal hospital.

(7) Automobile wrecking yard and/or repair garage.

(8) Commercial amusement or recreation establishment.

(9) Subdivision or planned unit development.

(10) Water supply and treatment facility.

(11) Sewage disposal and treatment facility.

(12) Agriculturally oriented industrial use.

(13) Residential facility.

(14) Noncommercial wind energy systems and meteorological towers that do not meet the requirements of CCC 18.162.010 are subject to any additional standards of the zone and Chapter 18.160 CCC.

(15) Noncommercial photovoltaic energy systems that do not meet the requirements of CCC 18.162.020 are subject to any additional standards of the zone and Chapter 18.160 CCC. (Ord. 280 § 7 (Exh. G), 2015; Ord. 245 § 1, 2011; Ord. 229 § 1 (Exh. A), 2010; Ord. 18 § 3.050(2), 2003)

18.32.030 Limitations on uses.

The following limitations on uses permitted by CCC 18.32.010(1) shall apply in an RSC zone:

(1) Cows, horses, goats or sheep cannot be kept on lots having an area of less than 20,000 square feet. The total number of all such animals (other than their young under the age of six months) allowed on a lot shall be limited to the square footage of the lot divided by the minimum area required for each animal as listed below:

Horses – 20,000 square feet of area.

Cows – 20,000 square feet of area.

Goats – 20,000 square feet of area.

Sheep – 20,000 square feet of area.

(2) The number of chickens, fowl and/or rabbits (over the age of six months) shall not exceed one for each 500 square feet of property. The number of young under the age of six months allowed on the property at any time shall not exceed three times the allowable number of adult animals.

(3) All livestock shall be located a minimum of 100 feet away from a residential building on an adjacent lot.

(4) Except for domestic dogs and cats, all other animals are prohibited. (Ord. 280 § 7 (Exh. G), 2015; Ord. 18 § 3.050(3), 2003)

18.32.040 Lot size.

In an RSC zone, the following lot sizes shall apply:

(1) The minimum average width of lots served by an approved community, municipal or public water system and an approved community or public sewerage system shall not be less than 50 feet and an area of not less than 6,000 square feet.

(2) The minimum average width of lots served by either an approved community, municipal or public water system or an approved community or public sewerage system, but not served by both, shall not be less than 100 feet and an area of not less than 20,000 square feet.

(3) The minimum average width of lots not served by either an approved community, municipal or public water system or by an approved community or public sewerage system shall be 150 feet and shall have a lot area of not less than 1.0 acre (43,560 square feet). 18.32.050 Dimensional standards.

The following dimensional standards shall apply in an RSC zone.

(1) Percentage of Coverage. The main building and accessory buildings located on any building site or lot shall not cover in excess of 30 percent of the total lot area.

(2) Building Height. No building or structure nor the enlargement of any building or structure shall be hereafter erected to exceed two stories or more than 25 feet in height, except split-level buildings, which may be increased in height to 30 feet. 18.32.060 Yards.

In an RSC zone, the following yard requirements shall apply:

(1) The minimum front yard shall be 20 feet.

(2) The minimum side yard shall be 10 feet, except on the street side of a corner lot shall be 20 feet.

(3) The minimum rear yard shall be 20 feet. (Ord. 280 § 7 (Exh. G), 2015; Ord. 18 § 3.050(6), 2003)

18.32.070 Off-street parking and loading.

In an RSC zone, off-street parking and loading shall be provided in accordance with the provisions of Chapter 18.128 CCC. (Ord. 280 § 7 (Exh. G), 2015; Ord. 18 § 3.050(7), 2003)

18.32.080 Site plan review.

In an RSC zone, a use permitted outright shall be subject to the provisions of this section. Before a new building may be constructed or an existing building enlarged or substantially altered, a site development plan shall be submitted to the planning director for approval. Construction and development of the site shall be in conformance with approved plans. In considering a site plan for a proposed use in an RSC zone, the planning director shall take into account the impact of the proposed use on nearby residential and commercial property, on the capacity of the street to carry traffic, and on the appearance of the use. The planning director may require as a condition of approval:

(1) An increase in the required yards.

(2) Additional off-street parking.

(3) Screening of the proposed use by a fence or landscaping.

(4) Limitations on signs or lighting.

(5) Limitations on the number and location of curb cuts.

(6) Any other conditions considered necessary to achieve the purpose of this title. (Ord. 280 § 7 (Exh. G), 2015; Ord. 18 § 3.050(8), 2003)

18.32.090 Signs.

For any use permitted by this chapter, the total area of all signs shall not exceed 100 square feet, no freestanding sign shall exceed 32 square feet and a height of 20 feet, no sign exceeding 10 square feet of area and four feet in height shall be located upon the roof of any building, no sign shall exceed 15 percent of the area of the wall it is attached to, no sign shall be located within or protrude into a street right-of-way, and no sign shall flash or move, or be illuminated between the hours of 11:00 p.m. and 7:00 a.m. (Ord. 280 § 7 (Exh. 18.32.100 Wildlife policy applicability.

The residential density limitations and the lot and parcel size limitations found in Wildlife Policy 2 of the Crook County comprehensive plan do not apply to any nonresource zones. (Ord. 280 § 7 (Exh. G), 2015; Ord. 236 § 1 (Exh. A), 2010)
