12.04.020    Roller blades, roller skates, scooters and skateboards in city parks.

12.04.010 Park hours.

A. It shall be unlawful for any person to enter upon or remain in the city park between the hours of sunset and sunrise. For the purpose of establishing the above mentioned time period, sunset and sunrise shall be those times as prescribed on any particular day by the United States Weather Service or any other government agency which is required to publish said times.

B. The city recorder may issue a permit to allow any person or organization to enter upon or remain in the city park during the hours prohibited by subsection A of this section. [Ord. 3306 §§ 1, 2, 1996.]

12.04.020 Roller blades, roller skates, scooters and skateboards in city parks.

A. Definitions.

“Roller blades,” for the purpose of this chapter, is defined as an in-line roller skate.

“Roller skates,” for the purpose of this chapter, is defined as a pair of boots or metal frames fitted to shoes, having four or more small wheels and used for gliding across a hard surface.

“Scooter,” for the purpose of this chapter, is defined as a conveyance consisting of a footboard mounted on two wheels and a long steering handle, propelled by pushing one foot against the ground.

“Skateboard,” for the purpose of this chapter, is defined as a board, of various shapes and sizes including but not limited to a thin, narrow (five inches to 20 inches), long (two feet to four feet) with two small wheels fixed to the bottom of both ends, on which a person can ride.

The term “use of scooters, skateboards, roller blades and roller skates” shall include the riding of scooters and skateboards, and the wearing of roller skates and roller blades or any other of the normal uses of these items.

B. Prohibited Action. The use of scooters, skateboards, roller blades and roller skates in the parks of the city of Culver and on any other of the property of the city of Culver is prohibited.

C. Violation – Penalty. Any person, firm or corporation violating any of the provisions of this chapter, or failing to comply therewith shall, upon conviction in municipal court, be subject to a Class B infraction and shall be subject to a fine not to exceed $100.00, and each day of the violating condition shall constitute a separate violation.
